NOTICE TO BIDDERS SEALED PROPOSALS will be accepted by the Clinton Township Board of Supervisors until 6:30 P.M. on Wednesday April 08, 2026, at the Clinton Township Municipal Center, 1799 White Oak Drive, Forest City PA 18421 for the following work: 20,216 SY of a Double Bituminous Seal Coat using a Polymer Modified Emulsion, CRS-2PM (E-3M) or RS-2PM (E-2M) and #8 Stone with a 1.0% Loss by Wash followed by a Bituminous Fog Seal as per current PennDOT408 Specifications/Section 472. All material to be complete in place in conformance with current PENNDOT Pub.408, Specifications. All materials and workmanship must meet the requirements and standards of PennDOT Publication 408 – Specifications, and bidders must be PennDOT pre-qualified for Work Class “F4” Bituminous Surface Treatments. Proposals must be on forms provided by the Township. For further information or to schedule a road inspection please call Brian Non at 570-290-5659 between the hours of 8:00 a.m. to 3:30 p.m. Monday through Friday. The bids will be presented to the Clinton Township Board of Supervisors at the scheduled regular meeting on Wednesday April 08, 2026, at approximately 7:00 P.M., or as soon thereafter as the agenda allows, at which time they will be considered, and the contract may be awarded. The Clinton Township Board of Supervisors reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and or portions of the project depending on budgetary constraints and also to waive any technicalities deemed to be in the best interest of the Township. All work must be completed by July 31, 2026; liquidated damages will apply at the rate of $875 per day for each day beyond this date that the work remains incomplete.
