BIDS WANTED
Sealed proposals will be received electronically by Dover Township until 2:00 PM prevailing time on Thursday, April 9, 2026, for the following:
MS-944:
LOCATION OF WORK -
Throughout the Township as directed. Work shall be completed within 30 days after receiving written notice from the Township.
DESCRIPTION OF WORK –
Restoration of Flexible Base Pavements as a result of utility work. This work shall be as outlined in PennDOT Chapter 459, Occupancy of Highways by Utilities. The unit price per square yard shall include the contractor’s responsibility to provide all equipment, laborers, and bituminous materials necessary to complete the project according to PennDOT specs. This shall include but not limited to valve box, manhole adjustment, traffic control, sweeping existing roadway, scratch courses for proper cross section, paving notches at driveways, start and end of work, tack coat, proper compaction, traffic lines-temporary or permanent, and disposal of excavated material.

ESCALATOR CLAUSE –
Resolution 2026-09 was adopted by the Board of Supervisors on February 23, 2026, as required by PennDOT Chapter 449.6. The February 2026 Price Index for PennDOT District 8 is $589.00. This shall not affect these projects.
Notice is hereby given to bidders that MS-944 is subject to the provisions of the Pennsylvania Prevailing Wage Act.
A Bid Bond, by acceptable surety, or a certified check made payable to Dover Township in the amount of 10% of the maximum bid, must be deposited by each bidder with the bid. The successful bidder, when awarded a contract, shall furnish Performance and Payment Bonds (with suitable surety) as specified in the Contract.
All proposals must be upon PennDOT forms. Plans and contract documents are available at no cost on PennBid. Dover Township Board of Supervisors reserves the right to reject any or all proposals and to make an award which is in the best interest of the Township.
