COLUMBIA COUNTY, GEORGIA, Condemnor v. 0.231 Acre(s) in Fee Simple Ownership; 0.182 Acre(s) in Permanent Easement on Tax Parcel I.D. No. 060012; Temporary Driveway Easement and Louis Phipps; et al., Condemnees.
NOTICE IS HEREBY GIVEN that on November 21, 2025, Columbia County, Georgia filed a Petition of Condemnation and Declaration of Taking in the Superior Court of Columbia County, Georgia affecting the following property, owner and potential claimants:
Fee Simple:
All that lot, tract or parcel of land situate, lying and being in Columbia County, Georgia, containing that 0.231 acre(s), more or less, portion of Tax Parcel ID No. 067012 shown and depicted on the Right of Way of Proposed Hereford Farm Road Widening from SR. 232 to North Belair Road Columbia County plans prepared by AECOM under the supervision of Travis McClam, PE, Office of Design, and approved by Troy A. Hill, State Right of Way Administrator, on March 17, 2022 (the “Plans”). Reference is hereby made to said Plans for a more complete and accurate description as to the metes, bounds, courses, distances and location of said property.
Permanent Easement:
A permanent and perpetual easement over, through and under all that lot, tract or parcel of land situate, lying and being in Columbia County, Georgia, being that 0.182 acre(s), more or less, portion of Tax Parcel ID No. 0670122 shown and depicted on the Plans, said easement being for construction, maintenance, and repair and replacement of slopes and utilities. Reference is hereby made to said Plans for a more complete and accurate description as to the metes, bounds, courses, distances and location of said property.
Temporary Driveway Easement:
A temporary easement is condemned for the right to construct a driveway to connect the newly constructed road and right of way to the condemnees’ remaining lands for driveway purposes. The construction period for such temporary easement shall last no more than three (3) months after the commencement of construction of such driveway. Notwithstanding the foregoing, said easement will expire upon competition and acceptance of the project by the Department of Transportation, and is described and shown on the Plans as PAR256 DWESMT. Upon completion of the project, the driveway will remain in place for use by the condemnees.
