Draft Environmental Assessment of the Lease to Bay District Schools for Construction and Operation of a New Tyndall Academy at Tyndall Air Force Base, Florida
The 325th Civil Engineer Squadron (325 CES) at Tyndall Air Force Base (AFB) has prepared a draft Environmental Assessment (EA) along with a proposed Mitigated Finding of No Significant Impact (FONSI) for its Proposed Action of the Department of the Air Force (DAF) entering into a 50-year lease with Bay District Schools (BDS). The lease would be for a 40–80-acre parcel on Tyndall AFB, on which BDS would build and operate a new Tyndall Academy. The Tyndall Academy would be a 253,000-square foot, two-story kindergarten through eighth grade school building, with the capacity for 1,200 students. The EA, in line with the National Environmental Policy Act and the Department of Defense National Environmental Policy Act Implementing Procedures, assesses the potential environmental effects of implementing the Proposed Action. It considers three alternative project site options for the Proposed Action. It also considers a No Action Alternative. Under the No Action Alternative, none of the proposed alternative lease sites would be pursued for construction of a new K–8 school.
The draft EA and proposed Mitigated FONSI are available for a 30-day review period on the publicly accessible Tyndall AFB website at https://www.tyndall.af.mil/About/ and a public notice is posted on the Bay County website at https://publicnoticesbaycountyfl.gov. Physical copies can be reviewed at the Bay County Public Library, 898 West 11th Street, Panama City, FL 32401.

Comments must be submitted within 30 days from the publication of this notice, no later than April 28, 2026.

Comments will be addressed in the final EA and made available to the public. Only the names of individuals and specific comments, however, will be disclosed.
