REQUEST FOR QUALIFICATIONS DESIGN BUILD OPPORTUNITY OWNER: Wichita Housing Authority Full and Open Opportunity RFQ’s DUE on April 27, 2026 by 5:00 PM CST – emailed to jesse.jones@wichitahousing.org   HUD-Indian Housing Block Grant (Award # 24ICOK32860) NEW HOUSING CONSTRUCTION Project Location: 214, 216, 218, 219, 220 and 221 Stephenson Street, Iscani Subdivision, Anadarko, OK 73005 The Wichita Housing Authority proposes building six 4-bedroom homes for a total of 6 rental units of new housing. The design-build contract is estimated at $3 million. Davis-Bacon wage rates will apply. This project is federally funded by a United States Department of Housing and Urban Development (HUD), Indian Housing Block Grant. Substantial completion will be expected before January 1, 2029. The project will be inspected by the U.S. Army Corps of Engineers-Tulsa District. The Corps will also review pay applications for the Wichita Housing Authority’s recommendation to pay. Owner requires a fulltime site superintendent during construction. Selection of a Design-Build team will be evaluated on the following criteria: 1. Architect’s/Engineer’s qualifications. 0-30 points 2. General Contractor’s experience. 0-50 points 3. Plan to hire local Indian labor and minority subcontracting. 0-5 points 4. Proposed design-build schedule. 0-5 points 5. Design-Build lead registered on www.SAM.gov. 0-5 points 6. Proof of existing business insurance and letter of 100% payment and performance bonding capacity. 0 to 5 points A 100% payment and 100% performance bond will be required at the time of contracting at 30% design. A Certificate of Liability Insurance for $3 million dollars, with the Wichita Housing Authority named as a certificate holder or additional insured, is required at contracting. Warranty of construction is 12 months from substantial completion. The Design-Build lead must be registered on www.SAM.gov prior to contracting. The Design-Build lead cannot be on the excluded parties list, debarred, or have on-going litigation on a construction project. This project is subject to Section 3 of the Housing and Urban Development Act of 1968 (12 USC 1701u); 24 CFR part 135 and Title I of the Native American Housing Assistance and Self-Determination Act of 1996, as amended, (25 U.S.C. 4101 et seq.); and the Indian Housing Block Grant program regulations at 24 CFR 1000. These regulations will be incorporated into all contracts and sub-contracts. Davis-Bacon wage rates apply to this HUD program. Contractor will be required to utilize tribal TERO in hiring local Indian laborers, and report hours and wages with each progress payment. Contractor will make all reasonable attempts to hire minority contractors, Indian-owned or women- and veteran-owned businesses for at least 5% of subcontracting opportunities.
