Special Meeting
March 17, 2026

The Board of Alderman of the Town of Boyce met in Special Session in the Boyce Town Hall Tuesday, March 17, 2026 at 10:30 PM. With the following members present: Mayor Kelvin McCoy, - Alderman Peggy Brew, Lucretia McCoy Price, Leslie Aaron and Mary Fisher. Alderman Donna Lofton was absent. Also, present was Town Clerk, Shawanda Tompkins, Town Engineer, Town Attorney and the Town interim Superintendent.
The Mayor McCoy called for a roll call vote at 10:30 a.m. The Clerk called roll and stated a quorum was present.
Mayor McCoy led the Pledge of Allegiance and gave the invocation.
Mayor McCoy called for any person to identify themselves and the agenda item (s) on which the wish to comment in accordance with Act 850 of 2010.
Motion by Alderman Peggy Brew and second by Lucretia McCoy Price Resolution to Award contracts- Demolition and Clearance of Dilapidated and Blighted Structures- Lot 1 and 2. To River Runs Dirt Services, LLC. Mayor McCoy called for a roll call vote and the results were as followed: Alderman Peggy Brew. Yes; Lucretia McCoy Price, yes Leslie Aaron, yes; and Mary Fisher, yes; MOTION PASS. Alderman Donna Lofton was absent.
Motion by Alderman Lucretia McCoy Price and second by Leslie Aaron to add to the agenda an ordinance discussion for an Appointed Chief of Police. Mayor McCoy called for a roll call vote and the results were as followed: Alderman Peggy Brew, yes; Lucretia McCoy Price, yes; Leslie Aaron, yes; and Mary Fisher, yes; MOTION PASS. Alderman Donna Lofton was absent.
Afterwards the council discussed with the Town Attorney an ordinance to call a special election to allow the citizens of Boyce to vote on whether they want the town to have an appointed chief of police or an elected chief of police.
Motion by Alderman Lucretia McCoy Price and seconded by Leslie Aaron to Introduce and publish the ordinance and set a public hearing and special town meeting to discuss the ordinance for April 9, 2026, at 6: p.m.
On the following ordinance: ORDINANCE No. 26-01. TOWN OF BOYCE. AN ORDINANCE FOR
THE TOWN OF BOYCE TO CALL FOR A SPECIAL ELECTION TO ALLOW THE VOTERS/QUALIFIED ELECTORS OF BOYCE, LOUISIANA, TO VOTE AND DECIDE WHETHER THE TOWN OF BOYCE SHALL HAVE A CHIEF OF POLICE WHOSE APPOINTMENT IS APPROVED BY THE GOVERNING AUTHORITY (BOARD OF ALDERMAN/ALDERWOMEN) OF THE TOWN OF BOYCE, SAID ELECTION CALLED AS AUTHORIZED BY THE LOUISIANA REVISED STATUTES. Mayor McCoy call for a rollcall vote and the results was as_followed: Alderman Peggy Brew, yes; Lucretia McCoy Price, yes; Leslie Aaron, yes; and Mary Fisher, yes; MOTION PASS. Alderman Donna Lofton was absent.
Alderman Mary Fisher advised that their need to be something in place for burning adopted at next meeting.
Motion by alderman Lucretia McCoy Price and seconded by Leslie Aaron to adjourn.
MOTION PASS. Alderman Donna Lofton was absent.
