ADVERTISEMENT FOR BIDS
The Carmel Central School District invites bids in connection with its 100K Capital Outlay Project, with its offices located at 81 South Street, Patterson, NY 12563, in accordance with bidding documents prepared by LaBella Associates, D.P.C., with offices located at 21 Fox Street, Poughkeepsie, NY 12601.
Documents will be released for bid on March 25, 2026. A pre-bid conference is scheduled for April 9, 2026, 3:00pm at Carmel High School, 30 Fair Street, Carmel, NY 10512. Prospective contractors are requested to assemble at the main entrance to the High School.
Drawings and Specifications will be available on March 25, 2026, at http://labella.biddyhq.comunder Public Project, or www.usinglesspaper.com under “public projects”, or electronically downloaded for a non-refundable charge of one hundred dollars ($100.00) for each set of documents requested. Checks shall be made payable to Carmel Central School District.
Bid documents, if requested, will be mailed to Bidders upon receipt of deposit and reimbursement for the cost of mailing. Mailing fee for one set is $35.00 for UPS delivery. Check shall be made payable to Carmel Central School District.

Sealed bids (in duplicate) will be received by the Carmel Central School District, 81 South Street, Patterson, NY 12563, Attn: Business Office until 3:00 PM on April 21, 2026 at which time they will be publicly opened and read aloud. All Bids must be clearly marked on the outside of the envelope with the phrase Bid #26-24 – 100K Capital Outlay Project, and the name and address of the Bidder.
A Bidder whose bid is accompanied by a certified check or other security in accordance with the bidding requirements and public advertisement and who returns a complete set of Bidding Documents in good condition within thirty (30) days following the award of the contract covered by such Bidding Documents, or the rejection of such bid, shall receive a refund of the full amount of the deposit for one (1) copy of the Bidding Documents. Partial reimbursement in an amount equal to the deposit for one (1) set of Bidding Documents, less the actual cost of reproduction of the Bidding Documents, shall be made for the return of all other copies of the Bidding Documents in good condition after thirty (30) days following the award of the contract or the rejection of the bids covered by such Bidding Documents. Prospective subcontractors and material suppliers may obtain Bidding Documents they require by payment of printing and mailing costs.
Attention of the Bidder is particularly called to the Carmel Central School District's sales tax exemption, the requirements as to conditions of employment to be observed and the minimum wage rates to be paid under the contract. In addition, the Bidding Documents for this project contain detailed requirements for the qualification of Bidders. These include, among other things, rigid bonding and insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations or other proceedings in which the Bidder has been named as a party, a statement of surety's intent to issue Performance and Payment Bonds, and a description of other projects of similar size and scope completed by the Bidder.
Bids shall be prepared as set forth in “Instructions to Bidders”, enclosed in a sealed envelope bearing on its face the name and address of the Bidder and the title of the Work to which the bid enclosed relates.
Each Bidder shall deposit with its bid, security in an amount not less than five percent (5%) of the base bid in the form and subject to the conditions provided in the “Instructions to Bidders.”
No Bidder may withdraw his/her bid within forty-five (45) days after the actual bid opening.
The Board of Education reserves the right to waive any and all informalities in or to reject any or all bids. Carmel Central School District further reserves its right to disqualify Bidders for any material failure to comply with the “Instructions to Bidders” and “Supplementary Instructions to Bidders.”
