ARIZONA DEPARTMENT OF WATER RESOURCES Office of Assured and Adequate Water Supply 1110 West Washington St. 3rd Floor Phoenix, AZ 85007 NOTICEOF APPLICATION FOR CERTIFICATE OF ASSURED WATER SUPPLY Pursuant to Arizona Revised Statutes, Section 45-578, Subsection A, notice is hereby given that SPEK Investments, LLC, an Arizona limited liability company, Owner, First United Service Corporation Money Purchase Pension Plan and Trust, Owner, R.D.S., Inc., an Arizona corporation, Owner and Courtland Communities LLC, Buyer, have applied to the Department of Water Resources for a Certificate of Assured Water Supply for Paloma Estates (DWR No. 31-700341.0001) located within Township 1 South, Range 2 West, Section 17, GSRB&M, Maricopa County, PHOENIX Active Management Area. The source of supply will be groundwater and it will be provided by Clearwater Utilities. Objections to Issuance of Certificate Any resident of the PHOENIX Active Management Area may file a written objection to the issuance of the Certificate of Assured Water Supply with the Docket Supervisor of the Department of Water Resources, Legal Division, 1110 West Washington St., 3rd Floor, Phoenix, AZ 85007 by April 17, 2026. An objection must state the name and mailing address of the objector, be signed by the objector, his agent or attorney, and clearly set forth reasons why the Certificate should not be issued. The grounds for objection are limited to whether the certificate application meets the criteria for determining an assured water supply set forth in Arizona Revised Statutes, Section 45-576(I) and the Arizona Administrative Code, R12-15-701 et seq.
