LEGAL NOTICE OF SPECIAL DISTRICT MEETING
The Cornwall Public Library Board of Trustees, Orange County, New York, gives notice that a Special District Meeting of the qualified voters of the Cornwall Central School District will be held at the Cornwall Public Library, 395 Hudson Street, Cornwall, NY 12518 on Tuesday, May 5, 2026, beginning at 9:00 a.m. prevailing time to 9:00 p.m. or for so long as thereafter necessary to enable qualified voters who are in the polling place at or before 9:00 p.m. to cast their votes for the purpose of voting by voting machine on the Proposition on the Cornwall Public Library operating budget for the July 1, 2026 - June 30, 2027, fiscal year and for the election of three (3) members of the Cornwall Public Library Board of Trustees.
LIBRARY TAX LEVY PROPOSITION
That for the fiscal year July 1, 2026-June 30, 2027, the Board of Education of the Cornwall Central School District, Orange County, New York shall be authorized to levy taxes on the taxable real property of said School District for the Cornwall Public Library in the amount of $1,662,385.00 in order to fund the Library's annual operating budget. Notice is hereby further given that a copy of the Cornwall Public Library budget for the ensuing year for public library purposes will be available fourteen (14) days prior to the Special District Meeting, at the Cornwall Public Library, 395 Hudson Street, Cornwall, NY 12518 during regular library hours listed below:
Monday-Tuesday-Wednesday-Thursday: 9 a.m. –8:00 p.m.
Friday: 9 a.m. – 6 p.m.
Saturday: 9 a.m. – 4 p.m.
Sunday: 1 p.m. – 4 p.m.
Notice is hereby further given that a special informational meeting of the qualified voters of said School District will be held at the Cornwall Public Library, 395 Hudson Street, Cornwall, New York on April 28, 2026, at 7:00 p.m., concerning the Library Tax Levy Proposition to be submitted at said Special District Meeting.
ELECTION OF LIBRARY TRUSTEES
That pursuant to Section 260 of the Education Law, three Library Trustees will be elected at the Special District Meeting on May 5, 2026. Notice is hereby further given that petitions to nominate candidates to the office of Trustee of the Cornwall Public Library Board of Trustees are available at the Cornwall Public Library during regular library hours listed above.
Petitions must be filed at the Cornwall Public Library, 395 Hudson Street, Cornwall, NY 12518 no later than 5 p.m. on April 6, 2026. The following positions are to be filled: three (3) Trustee positions for full terms of three (3) years each.
Notice is also hereby given that pursuant to Section 2014 of the Education Law, personal registration of voters is required, and no person shall be entitled to vote at said meeting whose name does not appear on the register of said School District or who does not register as hereinafter provided, except a person who is otherwise qualified to vote and is registered under the provisions of Article 5 of the Election Law. The Board of Registration shall prepare a register for said special district meeting, except that the register prepared at the last annual meeting or election shall be used as the basis therefor and shall include all persons who shall have presented themselves personally for registration thereat and also all persons who shall have been previously registered hereunder for any annual or special district meeting or election and who shall have voted at any annual or special district meeting or election held or conducted at any time within four (4) years prior to the preparation of said register.
Any person shall be entitled to have his or her name placed upon the register by personally registering at the School District Clerk's office, 24 Idlewild Ave., Cornwall on Hudson, NY 12520, at least five (5) days prior to the Special District Meeting, during normal School District business hours. The register prepared pursuant to Section 2014 of the Education Law shall be filed in the office of the District Clerk and will be open for inspection by any qualified voter of the District on each of the five days prior to and the day set for the Special District Meeting, between the hours of 9:00 o'clock a.m. and 4:00 o'clock p.m. prevailing Time, except Saturday, April 18, 2026, and Sunday, April 19, 2026.
Notice is hereby given that applications for absentee ballots may be applied for at Cornwall Public Library. Any such application must be received by Cornwall Public Library at least ten (10) days before the date of the aforesaid Special District Meeting if the ballot is to be mailed to the voter, or the day before such Special District Meeting if the ballot is to be delivered personally to the voter. A list of all persons to whom absentee voter ballots shall have been issued shall be available for public inspection in the office of Cornwall Public Library not less than five (5) days prior to the date of the Special District Meeting (excluding Saturdays and Sundays) during regular office hours until the date of the aforesaid Special District Meeting. Absentee Ballots must be received no later than 9 o'clock PM the day of the vote.
Further Notice is hereby given that applications for early mail ballots may be obtained at the Cornwall Public Library on weekdays beginning on April 3, 2026, during regular Library hours listed above. Completed applications must be received by the Library at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. Early mail ballots must be received at the Library no later than 9:00 o'clock p.m., prevailing time, on May 5, 2026.
A list of persons to whom early mail ballots are issued will be available for inspection by qualified voters of the District in the office of the District Clerk on weekdays through May 4, 2026 between the hours of 9:00 a.m. and 4 p.m. and on May 5, 2026.
