Sealed bids will be received by the Oil City Area School District at the District’s Office located at 825 Grandview Road, Oil City, PA 16301, until 2:00 P.M., prevailing time on Tuesday, April 21, 2026. Bids will be opened publicly immediately thereafter.
Bids are for the following contracts for work at the Oil City Area School District.
CONTRACT NO. 1 – GENERAL CONSTRUCTIONCONTRACT NO. 2 – HVAC CONSTRUCTIONCONTRACT NO. 3 – ELECTRICAL CONSTRUCTION
A mandatory pre-bid meeting shall be conducted on Tuesday April 14, 2026 at 2:00 pm at the Oil City Middle School, 8 Lynch Blvd., Oil City, PA 16301. The purpose of the meeting is to review the specifications and site conditions. Contractors failing to attend the pre-bid meeting will not be permitted to bid, and if a bid is submitted it will be disqualified.
Each bid shall be accompanied by a certified check, a cashier’s check or a bid bond of an approved Surety Company, in the amount of not less than (10%) percent of the amount of the proposal. Check or Bond shall be drawn in favor of the Oil City area School District.
No bidder may withdraw its bid for a period of (60) days after the date set for the opening of bids, except if delayed by a required approval by another government agency, the sale of bonds, or the award of grant or grants, in which case contract award would occur within 120 days of the date of the bid opening, unless extended by mutual written consent of the contracting body and the bidder. Thirty-Day extensions of the date of award of the contract may be made by mutual written consent of the Owner and the bidder.

Notice is given that the Project for which construction bids are being solicited is a project using local school funding and is subject to the Pennsylvania minimum wage rates (Act 422 of 1961, P.L. 986, as amended) as determined by the Secretary of Labor and Industry. Appropriate prevailing minimum wage rates as promulgated under provisions of said act by contractors in connection with performance of necessary work.
The Oil City Area School District reserves the right, at its discretion, to reject any and all bids, and/or waive any informality, omission, defect, or irregularity.
