REQUEST FOR QUALIFICATIONS
Legal Services — Labor and Employment Counsel
The Housing Authority of Plainfield (PHA) is requesting the submission of resumes and qualifications from experienced and qualified attorneys or law firms interested in providing Legal Services in Labor and Employment Law for the Housing Authority of Plainfield.
The selected finn or attorney will provide legal representation, advisory services, and litigation support related to labor relations, employment law, and human resources matters affecting the Authority.
PHA is a public housing authority operating in accordance with all applicable federal, state, and local regulations, including but not limited to the requirements of the U.S. Department of Housing and Urban Development (HUD).

Minimum Qualifications
Interested firms or attorneys must meet the following minimum qualifications:
l. Must be licensed to practice law in the State of New Jersey.
2. Must have a minimum of five (5) years of experience in labor and employment law.
3. Must demonstrate experience representing public agencies, housing authorities, or similar governmental entities.
4. Must be in good standing with the New Jersey State Bar.
5. Must maintain professional liability insurance.
Submission Requirements
All qualification packages must be mailed or delivered to the following address no later than 11 a.m. on April 16, 2026.

The selected firm or attorney will be awarded a one (l) year contract, with the possibility of a one-year renewal option at the discretion of the Housing Authority.
The Housing Authority of Plainfield reserves the right to reject any or all submissions and to select the candidate deemed most qualified to serve the Authority's best interests.
