NOTICE OF APPLICATION
IN THE MATTER OF: PSE&G JACKSON RD UNDERGROUND TRANS LINE
Application No. 1399D to temporarily divert water from a series of trenches in Totowa Borough, Passaic County.
NOTICE OF APPLICATION, DEPARTMENT OF ENVIRONMENTAL PROTECTION, DIVISION OF WATER SUPPLY & GEOSCIENCE, TRENTON, NEW JERSEY. Pursuant to the provisions of the Water Supply Management Act, N.J.S.A. 58:1A et seq., PSE&G JACKSON RD UNDERGROUND TRANS LINE, 4000 Hadley Rd, MC 430, South Plainfield, NJ 07080, filed an application on July 14, 2025, with revisions submitted January 30, 2026, for approval of plans to temporarily divert up to 21.6 million gallons of water per month, at a maximum rate of 1000 gallons per minute from a series of trenches 6 to 20 feet deep completed in the Basalt Formation. This request represents a new temporary dewatering allocation. The trenches are located in Totowa Borough, Passaic County off of Taft Road, Madison Road and Riverview Drive. The diversion is to be used for excavations for duct banks, manhole vaults and trenchless crossing sending and receiving pits.
Any person or interested party may request that a public hearing be scheduled regarding this application. Comments, including the request for the public hearing, must be submitted in writing. All comments must be received no later than 14 days from the publication date of this notice and

If a timely request is received during this period, or if it is determined by the Department that a hearing would be in the public interest, public notice will be given in order to schedule a public hearing pursuant to N.J.A.C. 7:19-2.8.
Upon completion of its review, the Department will make a final determination in the matter and the conditions to be contained within the permit, if issued.
