April 1, 2026   A notice to the general public, owners, lessees, licensees, and users of lands along the Rio Grande, between Percha Diversion Dam and American Diversion Dam, Sierra, and Doña Ana Counties, New Mexico and El Paso County, Texas   The general public, owners, lessees, and users oflands on the banks of the Rio Grande between Percha Diversion Dam and American Diversion Dam are hereby notified that lands along the banks of the river between the channel and levees (floodplains), depending upon their elevation, are subject to periodic flooding from local tributai-y inflows and by releases from Caballo Dam. This is a public notice to advise and inform you that human life, property, livestock, and other activities, existing or proposed, may be subject to flood damage, and are maintained or undertaken at your own risk. The United States Section, International Boundai-y and Water Commission (IBWC) maintains the Rio Grande Canalization Project to assure irrigation deliveries and provide flood protection for lands adjacent to the project. Please be advised that during flood conditions and/or localized heavy rainfall, the Rio Grande will unavoidably overflow its banks and may adversely impact interests along its banks. Please refer to your local National Weather Service office for flood information during these events.
