NOTICE TO CONTRACTORS
Sealed proposals for The City of Bexley, 2026 Street Improvements will be received by the Mayor of the City of Bexley, Ohio, at City Hall, 2242 East Main Street, until 1:00 pm, local time on:
April 17TH, 2026
and at that time and place will be publicly opened and read aloud. The City of Bexley may choose not to award the bid until 60 days after the bid opens.
The Bid consists of the furnishing of all labor, materials and equipment for approximately:
Contract A (Asphalt Resurfacing):
• 18,000 square yards of pavement planing
• 1,500 Tons of asphalt concrete pavement
• 1,500 lineal feet of Concrete Curb
• 2,400 square feet of Concrete Sidewalk and Curb Ramp
Contract B (Brick Pavement Repair):
• 480 square yards of Brick Pavement Spot Repair
Contract C (Concrete Sidewalk Spot Repair):
• 18,000 square feet of Concrete Sidewalk Replacement
Contract D (Roosevelt-Denver Intersection ADA Improvements):
• 1,200 square feet of Curb Ramp Installation
• 120 square yards of brick pavement and sidewalk removal and replacement
• 390 lineal feet of sandstone curb
• 200 lineal feet of concrete curb and gutter
The total estimated cost of the 2026 Street Improvements is $730,000.00 for Contract A (Street Resurfacing), $68,000.00 for Contract B (Brick Pavement Repair), $3700,00.00 for Contract C (Concrete Sidewalk Spot Repair) and $170,000.00 for Contract D (Roosevelt-Denver Intersection ADA Improvements). Each of these contracts (A, B, C and D) will be awarded separately. Bidders may bid only on Contract A or Contract B or Contract C or Contract D or any combination of these contracts.

Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond in the amount of one hundred percent (100%) of the bid, or by a certified check, cashier’s check or irrevocable letter of credit for ten percent (10%) of the bid, made payable to the City of Bexley, Ohio, conditioned that if the bid is accepted a Contract will be entered into within 10 days after notice of acceptance. A Performance Bond of One Hundred Percent (100%) of the amount of the Contract with a satisfactory surety company, conditioned according to law, will be required for the faithful performance of the Contract.
Each Bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin.
The Bidder is required to fill out and where required execute each of the following documents in their entirety as furnished within this book.
A. Proposal
B. Non-collusion Affidavit
C. Corporation Affidavit (if applicable)
D. Affidavit of Personal Property Tax Liability
E. Bid Guaranty and Contract Bond
F. Certified Check Document (if applicable)
G. Detailed Statement of Qualifications and EDGE Certification(s)

I. Campaign Contribution Affidavit
Schedule: The work shall commence within ten (10) calendar days after issuance of the Notice to Proceed and must be completed within: One Hundred and Eighty (180) calendar days for all the work after the issuance date of the Notice to Proceed for Contract A. One Hundred and Twenty (120) calendar days each for Contracts B, C and D, time being of the essence to City of Bexley, Ohio.
The Bidders will be required to state in full detail, with their Proposal, their experience in this class of work; bids from contractors inexperienced in this particular class of work will not be considered.
This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Bexley, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. State of Ohio prevailing wage rates are included in the Contract Documents and prospective bidders shall take them into account in preparing bids.
The City of Bexley, Ohio, reserves the right to reject any and all bids, including all bids which, in the opinion of the Engineer, show evidence of unbalancing prices, and also to waive technical defects as the interest of the City may require.
