NOTICE OF ELECTION AND VOTE ON PROPOSITIONS TO BE SUBMITTED TO VOTERS OF EAST RAMAPO CENTRAL SCHOOL DISTRICT TO BE HELD ON May 19, 2026    NOTICE IS HEREBY GIVEN that a district meeting of the registered voters of the East Ramapo Central School District will be held at the place in each school election ward hereinafter set forth on the 19th day of May, 2026, at 7:00 o’clock A.M. prevailing time, at which time the polls will be kept open between the hours of 7:00 o’clock A.M. and 9:30 o’clock P.M. prevailing time for the purpose of voting by voting machines upon the following proposition which shall appear on the label of the voting machines substantially in the following form, to wit:   PROPOSITION NO. 1   Shall the Annual Budget of the School District, as proposed, be adopted and a tax levied in accordance with the law to meet the same?   PROPOSITION NO. 2   Reserved for Board of Education   NOTICE IS HEREBY ALSO GIVEN that candidates for the office of trustee of the Board of Education for this School District shall be nominated pursuant to Section 2018 of the Education Law by Petition in the form therein described, signed by:   • At least 25 qualified voters of the District Ward 1 for    Ward 3 candidates; • At least 25 qualified voters of the District Ward 2 for    Ward 5 candidates; • At least 25 qualified voters of the District Ward 6 for    Ward 8 candidates;   and filed with the Clerk of the District between the hours of 9:00 o’clock A.M. and 5:00 o’clock P.M., not later than the 30th day preceding the school election at which the candidates so nominated are to be elected. No person shall be nominated by Petition for more than one separate office.   Such petitions shall be filed for:   One member of the Board of Education for the Ward 3 term of three (3) years commencing July 1, 2026 and expiring June 30, 2029 to fill the vacancy by expiration of the Ward 3 term now held by Sherry McGill.   One member of the Board of Education for the Ward 5 term of three (3) years commencing July 1, 2026 and expiring June 30, 2029 to fill the vacancy by expiration of the Ward 5 term now held by Simon Koth.   One member of the Board of Education for the Ward 8 term of three (3) years commencing July 1, 2026 and expiring June 30, 2029 to fill the vacancy by expiration of the Ward 8 term now held by Moshe Samuel Feder.   NOTICE IS HEREBY ALSO GIVEN that in compliance with the Federal Court order, Case 7:17-cv08943-CS-JCM, the District was divided into 9 Wards. In compliance with that Order, Trustee candidates can only run in the ward where they reside and voters can only vote for trustees running in voter’s ward.   NOTICE IS HEREBY FURTHER GIVEN that a public hearing on the budget will be held at the Administrative Offices, 105 South Madison Avenue, Spring Valley, New York, on May 6, 2026, at 7:30 o’clock P.M., prevailing time.   NOTICE IS HEREBY FURTHER GIVEN that a copy of the detailed statement in writing of the amount of money which will be required for school purposes for the ensuing year, as completed by the Board of Education, specifying the several purposes and the amount for each, such statement to be voted upon by the district’s registered voters on May 19, 2026 may be obtained by any taxpayer in the district at each school house in the district in which school is maintained during the hours of 9:00 o’clock A.M. and 3:00 o’clock P.M., prevailing time on each day other than a Saturday, Sunday or holiday during the fourteen (14) days immediately preceding such meeting. The text of any proposition to be presented to the voters will be made available at the same time and places.   NOTICE IS HEREBY FURTHER GIVEN that pursuant to Real Property Tax Law, section 495, an exemption report detailing exemption from real property taxation shall be available and appended to any tentative, preliminary or final budget.   NOTICE IS HEREBY FURTHER GIVEN that pursuant to Section 2014 of the Education Law personal registration of voters is required for said district meeting, and no person shall be entitled to vote thereat whose name does not appear upon the register of the School District. Persons who registered at the last Annual Meeting of said School District on May 20, 2025, and persons registered at the Office of the District Clerk subsequent to May 20, 2025, but not later than May 5, 2026, and all persons who shall have been previously registered hereunder for any Annual or Special Meeting or election and who shall have voted at any Annual or Special Meeting or any election held or conducted during the calendar years 2022, 2023, 2024 and 2025 need not register again for this district meeting. Personal registration of voters shall take place on each school day at the office of the District Clerk between the hours of 10:00 A.M. and 3:00 P.M. Such registration shall not take place less than 14 days preceding any annual meeting or special district meeting to be eligible to vote in that annual meeting or special district meeting. Members of the Board of Registration will meet at the District administration building at the PLCC Room, 105 South Madison Avenue, Spring Valley, New York 10977 on the 5th day of May, 2026, between the hours of 3:00 o’clock P.M. and 7:00 o’clock P.M. to prepare the register of the school district for each election ward and any person shall be entitled to have his name placed upon such register, provided that at such meeting of members of the Board of Registration he is known or proven to the satisfaction of such members to be then or thereafter entitled to vote at said district meeting, for which such register is prepared.   The register of the school district so prepared will be filed in the office of the School District Clerk located at the Administrative Offices, 105 South Madison Avenue, Spring Valley, New York, 10977 where same will be open for inspection by any qualified voter of the District between the hours of 9:30 o’clock A.M. and 4:00 o’clock P.M., prevailing time, on each of the five days prior to and the day set for said district meeting, or election, except Sundays. The list will be available for inspection on Saturday between the hours of 10 A.M. and Noon upon advance request made by 4 P.M. on May 13, 2026. Request for access on Saturday shall be made to kkivi@ercsd.org or 845-577-6015.   NOTICE IS HEREBY FURTHER GIVEN that any qualified voter of the school district who has not registered as hereinbefore provided may nevertheless vote in this election, if said qualified voter is registered with the Rockland County Board of Elections under the provisions of the Election Law and the name of said qualified voter appears on the registration lists supplied to the school district by the Board of Elections for this meeting.   NOTICE IS HEREBY FURTHER GIVEN that applications for absentee ballots and early mail ballots for the adoption of the annual budget, and the second proposition, if any, will be obtainable during school business hours from the District Clerk beginning April 20, 2026. In accordance with Education Law §§ 2018-a and 2018-e, completed absentee and early mail ballot applications may not be received by the District Clerk earlier than thirty (30) days prior to the election, and must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter or to the agent named in the absentee or early mail ballot application. Pursuant to Section 2018-a(2g) of the Education Law, absentee ballots will be issued to severely handicapped persons who are registered voters and whose registration record has been marked “permanently disabled” by the Board of Election. A list of all persons to whom absentee ballots and early mail ballots shall have been issued will be available in School District Clerk’s Office on each of the five days prior to the day of the election, except Sundays, and such list will also be posted at the polling places at the budget vote of the Board of Education. The list will be available for inspection on the Saturday preceding the vote between the hours of 10 A.M. and Noon upon advance request made by 4 P.M. on May 13, 2026. Request for access on Saturday shall be made to kkivi@ercsd.org or 845-577-6015.   AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are not currently registered may apply to register as a qualified voter of the East Ramapo Central School District. A military voter registration application may be requested from the Board of Education at 105 South Madison Avenue, Spring Valley, New York 10977 and must be returned to the Office of the District Clerk at 105 South Madison Avenue, Spring Valley, New York 10977 not later than 5:00 P.M. on April 20, 2026. A military voter may indicate their preference for receiving the registration application by mail, facsimile transmission, or email.   AND FURTHER NOTICE IS HEREBY GIVEN, that Education Law also makes special provisions for absentee voting for “military” voters of the District. Specifically, the law provides a unique procedure for “military ballots” in school district votes. Whereas absentee ballots must be received by the voter by mail, a military voter may elect to receive his/her absentee ballot application and absentee ballot by mail, email or facsimile. If a military voter does not designate a preference, the Board of Education shall transmit the military ballot application or military ballot by mail. If a military voter designates a preference for facsimile transmission or electronic mail but does not provide the necessary facsimile number or e-mail address, the board of education shall transmit the voter registration application, military ballot application or military ballot by mail and request the omitted information. The military voter must, however, return his/her original military ballot application and military ballot by mail or in person, regardless of how the absentee application or ballot was received. The Clerk of the Board shall transmit the military voter’s military ballot in accord with the military voter’s preferred method of transmission, or if no preference, by mail, not later than April 24, 2026.
