NOTICE OF VOTE ON ANNUAL BUDGET PROPOSITION AND TRUSTEE ELECTION TO BE SUBMITTED TO VOTERS OF FINKELSTEIN MEMORIAL LIBRARY OF EAST RAMAPO CENTRAL SCHOOL DISTRICT TO BE HELD ON MAY 12, 2026.   NOTICE IS HEREBY GIVEN that an annual district meeting of the qualified voters of the Finkelstein Memorial Library of the East Ramapo Central School District will be held at the Finkelstein Memorial Library, 24 Chestnut Street, Spring Valley, New York, on the 12th day of May 2026 between the hours of 7:00 o'clock A.M. and 9:00 o’clock P.M., prevailing time, for the purpose of voting by voting machines upon the following proposition which shall appear on the label of the voting machines substantially in the following form, to wit:   PROPOSITION 1   Shall the Annual Budget of the Finkelstein Memorial Library, as proposed, in the amount of $9,831,722 be adopted and a tax levied, in accordance with the law to meet the same?   NOTICE IS HEREBY ALSO GIVEN that candidates for the office of Trustee of Finkelstein Memorial Library of East Ramapo Central School District shall be nominated pursuant to Section 260 and 2022 of the Education Law by petition in the form therein described, signed by at least 25 qualified voters of the District, and filed with the Clerk of the Library between the hours of 9 A.M. and 5 P.M., not later than the 30th day preceding the Library Election at which the candidates so nominated are to be elected.   Such petitions shall be filed for:   One Trustee for the full term of five (5) years to fill the vacancy by expiration of the term previously held by Joan Soskin, and One Trustee for a term of four (4) years to fill the vacancy by resignation of the term previously held by Goldie Golding. The number of years included in a term will be determined by number of votes received, with the candidate receiving the highest number of votes in favor receiving the longest term, and the candidate receiving the next highest number of votes in their favor receiving the four year term.   NOTICE IS HEREBY FURTHER GIVEN that pursuant to Section 2014 of the Education Law, personal registration of voters is required for said district meeting, and no person shall be entitled to vote thereof whose name does not appear upon the register of the Library District. Persons who registered for the Last Special Meeting of the School District on May 20, 2025 and all persons who shall have been previously registered hereunder for any Annual or Special Meeting or any election held or conducted after May 2025 need not register again for this district meeting. Members of the Board of Registration will meet at the Library on the 30th of April 2026 between the hours of 4:00 o'clock P.M. and 7:00 o'clock P.M., prevailing time, to prepare the register of the Library District, and any person shall be entitled to have their name placed upon such register, provided that at such meeting of the members of the Board of Registration they are known or proven to the satisfaction of such members to be then or thereafter entitled to vote at said district meeting, for which such register is prepared.   The register of the Library District so prepared will be filed in the office of the Library Clerk located at the Administrative Office, 24 Chestnut Street, Spring Valley, New York, where the same will be open for inspection by any qualified voter of the District between the hours of 9:00 o'clock A.M. and 4:00 o'clock P.M., prevailing time, on each of the five days prior to and the day set for said district meeting, or election except Saturday, Sunday and holidays.   NOTICE IS HEREBY FURTHER GIVEN that any qualified voter of the school district who has not registered as hereinbefore provided may nevertheless vote in this election, if said qualified voter is registered with the Rockland County Board of Elections under the provisions of the Election Law and the name of said qualified voter appears on the registration lists supplied to the Library by the Board of Elections for this meeting.   NOTICE IS HEREBY FURTHER GIVEN that applications for absentee ballots for said election may be applied for at the office of the Library Clerk. A list of all persons to whom absentee ballots shall have been issued will be available at the office of the Library Clerk on each of the five days prior to the day of the election excluding Saturdays and Sundays and such list will also be posted at the polling place at the election of members to the Board of Trustees.   AND FURTHER NOTICE IS HEREBY GIVEN, that applications for early mail ballots will be obtainable during Library business hours from the Library Clerk beginning March 30, 2026; completed applications must be received by the Library Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Early mail ballots must be received by the Library Clerk no later than 5:00 p.m., prevailing time, on May 12, 2026.   A list of persons to whom early mail ballots are issued will be available for inspection to qualified voters of the East Ramapo Central School District in the office of the Library Clerk through May 11, 2026, between the hours of 9:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the annual budget vote and trustee election on May 12, 2026.   AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the East Ramapo Central School District. A military voter registration application may be requested from the Library Clerk. A military voter may indicate their preference for receiving the registration application by mail, facsimile transmission, or email. Military voter registration application forms must be received in the office of the Library Clerk no later than April 10, 2026.   AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are qualified voters of the East Ramapo Central School District may apply for a military ballot application from the Library Clerk. Military ballot applications must be received to the office of the Library Clerk, 24 Chestnut Street, Spring Valley, NY 10977, no later than 5:00 p.m. on April 10, 2026.
