AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF GOODYEAR, MARICOPA COUNTY, ARIZONA, EXTENDING AND INCREASING THE CORPORATE LIMITS OF THE CITY OF GOODYEAR, MARICOPA COUNTY, STATE OF ARIZONA, PURSUANT TO THE PROVISIONS OF TITLE 9, CHAPTER 4, ARTICLE 7, ARIZONA REVISED STATUTES AND AMENDMENTS THERETO, BY ANNEXING APPROXIMATELY 16.25 ACRES OF PROPERTY GENERALLY LOCATED ALONG W. LOWER BUCKEYE ROAD, EAST OF S. PERRYVILLE ROAD, WHICH IS CONTIGUOUS TO AND SURROUNDED BY THE EXISTING CITY LIMITS OF THE CITY OF GOODYEAR.

WHEREAS, a petition in writing, accompanied by a map or plot of said real property, having been filed and presented to the Mayor and Council of the city of Goodyear, Arizona, signed by the owner of more than one-half in value of the real and personal property and more than one-half of the persons owning real and personal property as would be subject to taxation by the city of Goodyear in the event of annexation within the territory and land hereinafter described as shown by the last assessment of said property, which said territory is contiguous to the city of Goodyear, and not now embraced within its limits, asking that the property more particularly hereinafter described be annexed to the city of Goodyear, and to extend and increase the corporate limits of the city of Goodyear so as to embrace the same;
WHEREAS, the Mayor and Council of the city of Goodyear, Arizona are desirous of complying with said petition and extending and increasing the corporate limits of the city of Goodyear to include said territory;
WHEREAS, the property that is the subject of the annexation petition is developed as the Loretta Zumbro Elementary School (Liberty Elementary School District No. 25);
WHEREAS, the said petition sets forth a true and correct description of all the exterior boundaries of the entire area proposed to be annexed to the city of Goodyear, and had attached thereto at all times an accurate map of the territory desired to be annexed;
WHEREAS, no alterations increasing or reducing the territory sought to be annexed have been made after the said petition had been signed by any owner of real and personal property in such territory;
WHEREAS, the provisions of A.R.S. §9-471, and amendments thereto, have been fully observed; and,
WHEREAS, proper and sufficient certification and proof of the foregoing facts are now on file in the office of the City Clerk of the city of Goodyear, Arizona, together with a true and correct copy of the original petition referred to herein, which is on file in the office of the County Recorder.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF GOODYEAR, MARICOPA COUNTY, ARIZONA, AS FOLLOWS:
SECTION 1. ANNEXATION
That the approximate 16.25 acres of territory described in and depicted in Exhibit A – Liberty 8 Annexation Legal Description and Liberty 8 Annexation Map, which is attached hereto and incorporated herein, is hereby annexed to the city of Goodyear, and that the present corporate limits are hereby extended and increased to include the approximate 16.25 acres of territory described in Exhibit A - Liberty 8 Annexation Legal Description and Liberty 8 Annexation Map (the “Annexation Property”); and that the official map of the City of Goodyear be amended to include the Annexation Property.
SECTION 2. ZONING
That the City of Goodyear zoning classification for the Annexation Property shall be Agricultural Urban (AU) (being the City of Goodyear zoning classification most consistent with Maricopa County’s classification of RU-43). That the official zoning map of the City of Goodyear be amended to show the City of Goodyear’s zoning classification for the Annexation Property.
SECTION 3. RECORDATION
A copy of this ordinance and all exhibits referred to herein, including Exhibit A – Liberty 8 Annexation Legal Description and Liberty 8 Annexation Map, which depicts the territory annexed to the city of Goodyear, and Exhibit B – Certification of Map shall be filed and recorded in the Office of the Maricopa County Recorder, Arizona. A copy of this Ordinance and the annexation map shall also be provided to the Clerk of the Board of Supervisors of Maricopa County, Arizona.
SECTION 4. EFFECTIVE DATE
This Ordinance shall become effective thirty (30) days after adoption as provided by law.
PASSED AND ADOPTED by the Mayor and Council of the City of Goodyear, Maricopa County, Arizona, by a 7-0 vote, this 23rd day of March, 2026.
