PUBLIC HEARING AND ANNUAL MEETING
AND ELECTION OF SCHOOL BOARD TRUSTEES OF
THE BYRAM HILLS CENTRAL SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Byram Hills Central School District, Westchester County, will be held in the board room of the Byram Hills School District, 10 Tripp Lane, Armonk, New York, in said School District, on the 6th day of May, 2026, at 7:30 p.m., at which time a detailed statement in writing of the amount of money which will be required for the ensuing year for school purposes will be presented and the public will be heard.
Copies of such statement shall be available to residents within the District, upon request, during the seven (7) days immediately preceding such public hearing and at such public hearing. Copies may be obtained at each school building in the District between the hours of 9:00 a.m. and 3:00 p.m. except Saturday and Sunday.
NOTICE IS FURTHER GIVEN that elections will be held for two positions of member of the Board of Education now held by Lori Kanner and Lara Stangel; each to be a three year term (July 1, 2026-June 30, 2029).
NOTICE IS FURTHER GIVEN that the voting will take place on both the appropriation of necessary funds to meet the estimated expenditures for the 2026-2027 school year (the Budget), and for the election of two members of the Board of Education, by voting machine, at H. C. Crittenden Middle School, 10 MacDonald Avenue, Armonk, New York, between the hours of 6:30 a.m. and 9:00 p.m. on May 19st, 2026, during which time the polls will be kept open.
NOTICE IS FURTHER GIVEN that, pursuant to Sections 2018 and 1804 of the Education Law, nominations for candidates for the office of member of the Board of Education shall be by petition. Any petition shall be directed to the Clerk of the School District; shall be signed by not less than twenty-five (25) qualified voters of the School District; shall state the name and residence address of the candidate and the residence address of each signer; and shall be filed with the Clerk of the School District between the hours of 9:00 a.m. and 5:00 p.m. except Saturday and Sunday, and not later than Monday, April 20th, 2026, by 5:00 p.m.
NOTICE IS FURTHER GIVEN that, pursuant to Section 2014 of the Education Law, the Board of Education, at a regular meeting duly held on March 1, 1976, revoked the requirements for personal registration. Any person, therefore, who possesses all of the following qualifications, may vote:
1. Is a citizen of the United States; and
2. Is eighteen (18) years of age or older; and
3. Has resided in the School District for a period of thirty (30) days immediately preceding the day of the vote;
provided, however, that no person excluded by the provision of Section 5-106 of the Election Law, shall have the right to vote. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 2018-C. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name, and address.
NOTICE IS FURTHER GIVEN that, pursuant to Section 2018-b of the Education Law, absentee ballots are available for any School District election and/or referenda. Any eligible voter who meets one of the listed categories may cast an absentee ballot:
a) a patient in a hospital or is unable to vote because of illness or physical disability; or
b) out of the city or county of residence on election day because of business or other duty, or studies; or
c) on vacation outside of the city or county of residence on the day of the election; or
d) is detained in jail awaiting trial and grand jury action or is in prison following a non-felony conviction.
Any person seeking an absentee ballot must complete an application stating the reason for absence at the time of the election. Written requests for absentee ballots must be made at least seven (7) days and no more than thirty (30) days prior to the election. Such application must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be picked up personally by the voter at the District Clerk’s Office. No absentee ballot will be counted without the completed application. In order for the vote to be counted, the absentee ballot must be received by the School District Clerk by 5:00 p.m. on the Election Day. A list of all persons to whom absentee ballots shall have been issued, as well as a list of military voters to whom military ballots have been issued, will be available in the said office of the Clerk on each of the five days prior to the day of the election, during regular business hours. Any qualified voter may file a written challenge of the qualifications of a voter whose name appears on such list, stating the reasons for the challenge.
NOTICE IS FURTHER GIVEN, that pursuant to Section 2018-f of the Education Law, applications for early mail ballots may be obtained at the Office of the District Clerk of the School District, during all days in which the School District is in session. Completed applications must be received by the District Clerk no earlier than April 20, 2026 and by May 12, 2026, if the early mail ballot is to be mailed to the voter. If the early mail ballot is to be delivered personally to the voter at the Office of the District Clerk the completed application must be received by the District Clerk no later than May 18, 2026. No early mail voter’s ballot will be canvassed unless it has been received in the Office of the District Clerk of the School District no later than 5:00 p.m. on May 19, 2026. A list of all persons to whom early ballots have been issued will be available in the said office of the Clerk on each of the five days prior to the day of the election, during regular business hours. A challenge to an early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot.
NOTICE IS FURTHER GIVEN that Military Voters who are qualified voters of the District may apply for a military ballot from the District Clerk at 10 Tripp Lane, Armonk, NY 10504, Telephone (914) 273-4198, Ext. 5931 or email: kseibert@byramhills.net, by no later than 5:00 P.M. on Thursday, April 23, 2026. The Military Voter may indicate their preference for receiving the application for a military ballot by mail, by facsimile or email. Military ballots will be mailed or otherwise distributed no later than 25 days before the election. Military ballots must be returned by mail or in person, and received by the District Clerk by 5:00 P.M. on election day.
NOTICE IS FURTHER GIVEN that pursuant to Section 2035 of the Education Law, the following rule shall be observed with regard to the submission of propositions or questions to the voters of the School District at the Public Meeting: a petition signed by at least one hundred (100) qualified voters of the School District, setting forth such proposition or question shall be presented to the Board of Education not later than thirty (30) days prior to the date set for such election; the Board of Education shall have the right to edit such proposition or question stated, for the purpose of and in the interest of brevity or clarity, or to reject a proposition if it is not within the power of the voters or is illegal.
NOTICE IS FURTHER GIVEN that copies of the text of any proposition which will be presented to the voters at this Annual Election and copies of the statement of estimated expenses for the ensuing year (the Budget), including attachments and tax exemption reporting form, will be made available at each schoolhouse in the District in which a school is maintained, from 9 a.m. to 3 p.m. on each day other than a Saturday, Sunday or holiday during the fourteen days immediately preceding said Annual Election, and also on said Annual Election Day, and at any public or free association library located within the District. The Budget will also be available on the District’s website.
NOTICE IS FURTHER GIVEN that Section 495 of the Real Property Tax Law requires the District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value of the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payments in lieu of taxes (PILOT) and the cumulative impact of all exemptions granted. In addition, said exemption report shall be posted on any bulletin board maintained by the District for public notices and on the District’s website.
