NOTICE OF THE ANNUAL PUBLIC HEARING ON THE BUDGET, ANNUAL MEETING, SCHOOL DISTRICT ELECTION AND BUDGET VOTE NOTICE IS HEREBY GIVEN by the Board of Education of the Washingtonville Central School District, Orange County, New York, that it will hold the Public Hearing on the Budget for the qualified voters of the Washingtonville Central School District in the Auditorium at the Washingtonville Senior High School, Washingtonville, New York on Thursday, May 7, 2026, at 7:00 p.m., prevailing time, for the purpose of presenting the budget document for the 2026-2027 School Year. NOTICE IS FURTHER GIVEN that the Vote on the Budget and Election of Members of the Board of Education will be held in the gymnasium at the Washingtonville Senior High School, on Tuesday, May 19, 2026, between the hours of 6:00 a.m. and 9:00 p.m., prevailing time, when the polls will be open for the purpose of voting by voting machine: A. To vote upon the appropriation to meet the estimated expenditures for school district purposes for the 2026-27 School Year (the Budget) (Proposition #1) B. To elect two (2) members to the Board of Education, for three-year terms, from July 1, 2026 to June 30, 2029. C. To vote upon the following propositions: Proposition #2 – Bus/Vehicle Purchase Bond Proposition (a) That the Board of Education of Washingtonville Central School District, in the County of Orange, New York (the “District”) is hereby authorized to purchase various school buses, vehicles and related equipment for use by the District, and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated cost of $1,972,000; (b) that a tax is hereby voted in the aggregate amount of not to exceed $1,972,000 to pay such cost, said tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $1,972,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable. Proposition #3 – Capital Reserve Fund Amendment That the Board of Education of the Washingtonville Central School District, in the County of Orange, New York (the “District”), is hereby authorized to increase the maximum amount of the “Districtwide Renovations, Reconstruction, Construction and Improvement Reserve Fund” established by the qualified voters of the District on May 17, 2022, to $20,000,000 (plus interest and investment earnings thereon); with such additional amount to be transferred from unappropriated unassigned fund balance in the general fund at the end of each fiscal year, funds transferred from other existing reserves, and/or legally available funds available to the District to the Capital Reserve Fund. NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s Budget for 2026-27, exclusive of public monies, including attachments and tax exemption reporting form, may be obtained by any resident of the District during business hours, beginning May 1, 2026, except Saturday, Sunday or holidays, at each schoolhouse within the School District, at the Administrative Office, at any free association or public library in the District and on the District’s website. NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District by no later than 5:00 p.m. on Monday, April 20, 2026, in the form and manner prescribed by §2018 of the Education Law. Nominating petitions must be signed by at least thirty-eight (38) qualified voters of the District, shall state the name and residence address of each signer and the name and residence address of the candidate. Petition forms may be obtained at the Office of the District Clerk during regular business hours on weekdays 7:30 A.M. to 3:00 P.M. when school is in session or on the District website at http://www.wcsdk12.org. NOTICE IS FURTHER GIVEN that personal registration of voters is required pursuant to §2014 of the Education Law. The District Clerk’s office is located at 52 West Main Street, Washingtonville, NY 10992. The Board of Registration will meet in the Board Room of the Washingtonville Central Administration Office, 52 West Main Street, Washingtonville, New York, on Thursday, May 14, 2026, during the hours of 11:00 a.m. to 3:00 p.m. for the purpose of preparing the register of the School District for the Election and Vote to be held on May 19, 2026, at which time any person shall be entitled to have his/her name placed upon such Register if he or she is known or proven to the satisfaction of the Board of Registration to be then or thereafter entitled to vote. If a voter has heretofore registered to vote with the School District and has voted at an annual or special school district meeting within the last four calendar years, s/he is eligible to vote at this election and vote. If an eligible voter is currently registered to vote with the Orange County Board of Elections, s/he is also eligible to vote in this election and vote. All other persons who wish to vote must register with the District’s Board of Registration or the County. NOTICE IS FURTHER GIVEN that the Register of Voters so prepared, including the names of military voters who submitted valid military registrations, shall be filed in the Office of the District Clerk located at the Administrative Offices, 52 West Main Street, Washingtonville, New York, where the same shall be open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 3:00 p.m., prevailing time, on the five days prior to the Election and Vote, except Saturday and Sunday by April 24, 2026. Military ballots will be mailed or otherwise distributed no later than 25 days before the election (April 24, 2026). Military ballots must be returned by mail or in person and received by the District Clerk by 5:00 P.M. on May 19, 2026. Said Register will be open for inspection at the polling places on the date of the election and vote. NOTICE IS FURTHER GIVEN that applications for absentee ballots and early mail ballots for the Annual School District Election and Vote to be held on May 19, 2026, may be obtained at the Office of the District Clerk during regular workdays, between the hours of 8:30 a.m. and 3:00 p.m., prevailing time, or on the District website at http://www.wcsdk12.org. The application for absentee ballot or early mail ballot must be received by the District Clerk no more than thirty (30) days and at least seven (7) days prior to the election if the ballot is to be mailed to the voter or the day before the election, if the ballot will be personally picked up by the voter or the voter’s authorized agent set forth in the application, at the Office of the District Clerk. Absentee ballots and early mail ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on Tuesday, May 19, 2026. Separate lists of all persons to whom absentee ballots, early mail ballots, and military ballots have been issued will be available for inspection to qualified voters of the District in the said Office of the District Clerk during regular office hours, 8:30 a.m. to 3:00 p.m., prevailing time, until the day of the Annual School District Election and Vote. Any qualified voter may file a written challenge of the qualifications of a voter, whose name appears on any such list, stating the reasons for the challenge. NOTICE IS FURTHER GIVEN that military voters who are not currently registered to vote in the District may obtain an application to register as a qualified voter of the District for the Annual Meeting on May 19, 2026 by contacting the District Clerk at 52 West Main Street, Washingtonville, NY 10992; Telephone: (845) 497-4000, email: crodriguez@wcsdk12.org. The completed application must be received by the District Clerk by no later than 5:00 PM on May 13, 2026. Military Voters who are registered voters of the District may obtain an application for a military ballot by contacting the District Clerk as described above. The completed application for a military ballot must be received by the District Clerk by no later than 5:00 P.M. on April 23, 2026. The military voter may indicate their preference for receiving the application to register to vote and/or the application for a military ballot by mail, facsimile or email. Military ballots will be mailed or otherwise distributed no later than 25 days before the election (April 24, 2026).
