NOTICE OF BUDGET HEARING AND ANNUAL MEETING AND ELECTION WALLKILL CENTRAL SCHOOL DISTRICT   NOTICE IS HEREBY GIVEN BY THE BOARD OF EDUCATION OF THE WALLKILL CENTRAL SCHOOL DISTRICT AS FOLLOWS:   That the Board of Education will hold a Budget Hearing on May 7, 2026, at 6:00 p.m. at the Wallkill Senior High School Library for the purpose of discussing the expenditure of funds and the budgeting thereof for the Wallkill Central School District for the 2026-27 school year.   That the Annual Meeting and Election will be held at the place in each school election district hereinafter set forth, on Tuesday, May 19, 2026. The polls will be kept open for the purposes of voting between the hours of 12:00 noon and 9:00 p.m. for the purpose of voting by machine for the purpose of electing three (3) members of the Board of Education at large to fill the vacancies caused by the expiration of the of Kathryn Anderson, Thomas Frisbie and Erin McCartney for a full term of three (3) years (beginning July 1, 2026 and expiring June 30, 2029, and for the purpose of voting upon the following proposition by voting machine, and any other proposition placed before the voters:   PROPOSITION I   RESOLVED, THAT THE PROPOSED WALLKILL CENTRAL SCHOOL DISTRICT BUDGET FOR THE 2026-27 SCHOOL YEAR BE APPROVED AND THE BOARD OF EDUCATION OF SAID SCHOOL DISTRICT BE AUTHORIZED TO LEVY THE NECESSARY TAX THEREFORE.   NOTICE IS ALSO GIVEN: That additional questions or propositions may be submitted to appear on the ballot in accordance with the rules and regulations heretofore adopted by the Board of Education pursuant to Section 2035 of the Education Law, provided a petition and proper form relating thereto is filed with the Clerk of the School District no later than 5:00 p.m. on April 20, 2026, or as otherwise required pursuant to Section 2035 and Board rules.   That the said School District Election Districts are bounded in described as follows and that the said District election will be held in the following places in each such election District:   SCHOOL ELECTION DISTRICT NO. 1 – All that portion of Wallkill Central School District lying in the Towns of Shawangunk and Gardiner, Ulster County, and the Town of Montgomery, Orange County, New York. Until further resolution, District elections will be held in the High School.   SCHOOL ELECTION DISTRICT NO. 2 – All that portion of Wallkill Central School District lying in the Town of Newburgh, Orange County, New York. Until further resolution, District elections will be held in the Leptondale Elementary School.   SCHOOL ELECTION DISTRICT NO. 3 – All that portion of Wallkill Central School District lying in the Town of Plattekill, Ulster County, New York. Until further resolution, District elections will be held in the Plattekill Elementary School.   That pursuant to Section 2014 of the Education Law, personal registration of voters is required and no person shall be entitled to vote at said Annual Meeting and Election whose name does not already appear on the register as hereinafter provided. Any person shall be entitled to have his or her name placed upon such register provided that said person is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said Annual Meeting and Election.   To be eligible to vote one must be: a citizen of the United States; 18 years of age; a resident of the School District for at least thirty (30) days preceding the Annual Meeting and Election; and the residence must be the one and only legal residence. No person shall be entitled to register or vote at any school meeting or election who would not be qualified to register for or vote at an election in accordance with provisions of Section 5-106 of the Election Law.   Personal registration is available between the hours of 9:00 a.m. and 3:00 p.m. on days school is in session at each of the school offices and the business office in the administrative offices until May 14, 2026.   A qualified military voter who is not currently registered can request a military personal registration form from the District Clerk between the hours of 8:00 a.m. and 4:00 p.m. Additionally, qualified military voters can contact the District Clerk to indicate their preference to receive a military personal registration form via mail, facsimile or electronic mail.   In addition, the Board of Registration will meet during the Budget Hearing on May 7, 2026, at 6:00 p.m. in the Wallkill Senior High School Library, at which place and hours said Board of Registration will prepare the register of the School District for each of the said election districts.   The register for each school election district shall be filed in the Office of the Clerk of the School District located in the Administration Building at 1500 Route 208, Wallkill, New York, in said School District where the same will be kept open for inspection by any qualified voter of said School District between the hours of 8:00 a.m. and 4:00 p.m. on each of the five days prior to and the day set for the said Annual Meeting and Election, except Sunday, May 17, 2026; and, except that the hours when the same will be open for inspection on Saturday, May 16, 2026, by appointment only.   The following classes of persons need not register personally for said Annual Meeting and Election to be held on May 19, 2026:   1. All persons who have previously registered for any Annual Meeting and Election and who shall have voted at any annual or special district meeting or election held or conducted within four calendar years (2025, 2024, 2023, 2022) prior to the preparation of the register.   2. All persons who are registered with the Board of Elections of Ulster/Orange Counties as qualified to vote at general elections.   3. All persons whose registration record has been marked "permanently disabled" as determined by the Board of Elections and who have previously applied for an absentee ballot. These individuals will receive paper ballots by mail.   That applications for absentee ballots and early mail ballots may be applied for at the office of the Clerk of the School District. The completed application cannot be received by the Clerk of the District more than thirty (30) days before the vote. If the ballot is to be mailed to the voter, the completed application must be received by the Clerk of the District no later than 4:00 p.m., prevailing time, and seven (7) days before the Annual Meeting and Election. If the ballot is to be delivered personally to the voter, the completed application must be received by the Clerk of the District no later than 4:00 p.m., prevailing time, and one day before the Annual Meeting and Election. Qualified military voters may request a military absentee ballot application from the District Clerk during regular business hours, and may indicate their preference to receive a military absentee ballot application via mail, facsimile or electronic mail. Absentee ballots for military voters shall be administered in accordance with the provisions of Section 2018-d of the Education Law and Part 122 of the Commissioner’s Regulations. No absentee or early mail voter’s ballots shall be canvassed, unless it shall have been received in the office of the Clerk of the school district not later than 5:00 p.m. of the day of the election.   That a list of all persons to whom absentee ballots and early mail ballots shall have been issued, will be available in the said office of the Clerk of the School District on each of the five days prior to the day of the election, except Sunday or holidays, between the hours of 8:00 a.m. and 4:00 p.m. weekdays and by appointment only on Saturday, May 16, 2026.   That the Board of Registration of each election district will meet at the places hereinabove designated in the respective election districts on May 19, 2026 between the hours of 12:00 noon and 9:00 p.m. for the purpose of preparing a register for meetings and elections held subsequent to the Annual Meeting and Election.   That petitions nominating candidates for office of the member of the Board of Education must be filed in the office of the Clerk of the District between the hours of 8:00 a.m. and 5:00 p.m. not later than April 20, 2026. Three (3) vacancies are to be filled and the voting will be at large (rather than by seat). A Regular Board Meeting is to be held on May 20, 2026, at approximately 7:00 p.m. at the Plattekill Elementary School Gymnasium, 1270 Route 32, Plattekill, New York to accept the votes cast. Candidates must have been a resident within the school district for a period of one year next preceding the election for which he or she is a candidate and had one (1) year residency in the school district as of May 19, 2026. Each petition must be directed to the office of the District Clerk, must be signed by at least 25 qualified voters of the District, must state the residence of each signer and must state the name and residence of the candidate.   That a statement of estimated expenses for the 2026-27 school year for school purposes will be completed and copies made available at each school house in the District in which school is maintained between the hours of 9:00 a.m. and 3:00 p.m. during the fourteen (14) days immediately preceding the Annual Meeting and Election, other than a Saturday, Sunday or holiday, together with the text of any resolution which will be presented to voters.
