NOTICE OF ANNUAL PUBLIC HEARING, BUDGET VOTE AND ELECTION, OSSINING UFSD AND OSSINING PUBLIC LIBRARY, COUNTY OF WESTCHESTER, OSSINING, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing of qualified voters of the Ossining Union Free School District, County of Westchester, Ossining, New York will be held in person in the cafeteria at the Anne M. Dorner Middle School, 100 Van Cortlandt Avenue, Ossining, County of Westchester, New York, in said District on Wednesday, May 6, 2026, at 7:30 p.m. prevailing time for the presentation of the budget document. FURTHER NOTICE IS HEREBY GIVEN, that an Ossining Public Library public hearing of qualified voters of the Ossining Public Library/Ossining Union Free School District, County of Westchester, Ossining, New York will be held in the Library Conference Room, Ossining Public Library, 53 Croton Avenue, Ossining, NY on Monday, April 20, 2026, at 7:00 p.m. prevailing time for the presentation of the Ossining Public Library budget. AND FURTHER NOTICE IS HEREBY GIVEN, that the said Annual District Election and Budget Vote will be held on Tuesday, May 19, 2026, between the hours of 7:00 a.m. to 9:00 p.m., prevailing time, in the gymnasium at Ossining High School, 29 South Highland Avenue, Ossining, County of Westchester, New York at which time the polls will be opened to vote by voting machine upon the following: 1. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the district. 2. To adopt the annual budget of the Ossining Public Library for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the district. 3. To elect three (3) members to the Board of Education each for a three (3) year term commencing on July 1, 2026, and expiring on June 30, 2029. 4. To elect two (2) members to the Ossining Public Library Board of Trustees each for a three (3) year term commencing on July 1, 2026, and expiring on June 30, 2029. AND FURTHER NOTICE IS HEREBY GIVEN, that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the District during business hours beginning Wednesday, May 6, 2026, except Saturday, Sunday, or holidays, at the Administration Office, 400 Executive Blvd., 2nd Floor, Ossining, New York, and at each of the District Schools: Park Early Childhood Center, 22 Edward Street; Brookside School, Pinesbridge Road; Claremont School, Claremont Road; Roosevelt School, 190 Croton Avenue; Anne M. Dorner Middle School, 100 Van Cortlandt Avenue, and Ossining High School, 29 South Highland Avenue. AND FURTHER NOTICE IS HEREBY GIVEN, that petitions nominating candidates for the office of member of the Board of Education and the Ossining Public Library shall be filed with the Clerk of said School District at her office located at 400 Executive Blvd., 2nd Floor, Ossining, New York not later than Monday, April 20, 2026, between the hours of 9:00 a.m. and 5:00 p.m. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the Clerk of the District; must be signed by at least twenty-five (25) qualified voters of the District; must state the name and residence of each signer, must state the name and address of the candidate, and shall include the length of the term of office. Ballot position will be determined by lottery drawn in the District Clerk’s Office, 400 Executive Blvd., 2nd Floor, Ossining, New York, at 9:00 a.m. on Tuesday, April 21, 2026. Applications for absentee and early mail ballots must be received by the District Clerk no earlier than thirty (30) days before the election. Completed applications must be received by the District Clerk at least seven [7] days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter or his/her designated agent. Upon receiving a timely request for an absentee or early mail ballot, the District Clerk will mail the absentee or early mail ballot to the address set forth on the application not later than six (6) days before the election. Absentee and early mail ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, Tuesday, May 19, 2026. A list of persons to whom absentee and early mail ballots are issued will be available for inspection to qualified voters of the District in the Office of the District Clerk on each of the five (5) days prior to the election between the hours of 8:00 a.m. and 4:00 p.m., including Saturday by appointment only, except Sunday, and legal holidays. AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters who are qualified voters of the school district may submit an application for a military ballot. Military voters may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission, or electronic mail in their request for registration, ballot application, or ballot. Military voter registration forms and military ballot application forms must be received in the office of the District Clerk of the school district no later than 5:00 p.m. on April 23, 2026. No military ballot will be canvassed unless it is (1) received in the office of the District Clerk before the close of the polls on election day and showing a cancellation mark of the United States postal service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the United States government; or (2) received by the office of the District Clerk by no later than 5:00 p.m. on election day and signed and dated by the military voter and one witness thereto, with a date which is associated to be not later than the day before the election. AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required pursuant to §2014 of the Education Law. If a voter has heretofore registered pursuant to §2014 of the Education Law and has voted at an annual or special district meeting within the last four [4] calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election. All other persons who wish to vote must register. PLEASE TAKE FURTHER NOTICE THAT VOTER REGISTRATION FOR THE DISTRICT IS ONGOING UNTIL THURSDAY, MAY 14, 2026 from 9:00 a.m. – 4:00 p.m., Monday through Friday, excluding legal holidays, in the Office of the District Clerk, 400 Executive Blvd., Ossining, New York and Monday through Friday, excluding legal holidays, from 9:00 a.m. to 3:00 p.m. in the Main Office of each of the following District Schools: Park Early Childhood Center, 22 Edward Street; Brookside School, Pinesbridge Road; Claremont School, Claremont Road; Roosevelt School, 190 Croton Avenue, Anne M. In addition to the above, on May 11, 1994, the following proposition was passed by the qualified voters of the Ossining Union Free School District: That the Ossining Union Free School District be authorized to register voters during the hours for enrollment of children for a school term at any of the school buildings within the Ossining Union Free School District. No person will be entitled to vote at this Annual District Election and Budget Vote whose name does not appear on either the Register or Registers of the School District or the Westchester County Voter Registration List unless he/she signs an affidavit certifying that he/she is eligible to vote, and in such case, pursuant to Section 2019 of the State Education Law, that person will be permitted to vote on a paper ballot. Y ADICIONALMENTE SE NOTIFICA que las peticiones de nominación de candidatos para el cargo de miembro del Consejo de Educación y del Consejo Administrativo de la Biblioteca Pública de Ossining, deberán ser presentadas a la secretaria general del Distrito Escolar, en su oficina ubicada en 400 Executive Blvd., 2nd Floor, Ossining, New York a más tardar el lunes 20 de abril de 2026, en el horario de 9:00 a.m. a 5:00 p.m. Los puestos vacantes en el Consejo de Educación no se consideran cargos específicos separados; los candidatos se postulan para los puestos disponibles.
