NOTICE is hereby given that on January 22, 2026, Camino Real Regional Utility Authority (CRRUA), 4700 McNutt Rd. Sunland Park, NM 88063 filed with the STATE ENGINEER Application No. LRG-03150-POD51, OSE File No. LRG-03150-D, for Permit to Change Location of Well within the Lower Rio Grande Underground Water Basin of the State of New Mexico by discontinuing the use of well LRG-03150-POD39, located within the SE ¼ SW ¼ NE ¼ of Section 19, Township 28 South, Range 3 East (NMPM), and more specifically located where Latitude and Longitude intersect at 31° 51’ 30.89’’ N, 106° 40’ 25.60’’ W (WGS84), on land owned by Paseo Del Norte, LLC, and by drilling new well LRG-03150-POD51, to be located within the SE ¼ SW ¼ NE ¼ of Section 19, Township 28 South, Range 3 East (NMPM), and more specifically located where Latitude and Longitude intersect at 31° 51’ 31.13’’ N, 106° 40’ 25.24’’ W (WGS84), on land owned by Mesilla Bolson Properties, LLC, to be used in conjunction with existing wells LRG-03150-S-18, LRG-03150-POD35, LRG-03150-POD38, LRG-03150-POD40 and LRG-03150-POD48, all located as described in OSE File No. LRG-03150-D, for the continued diversion of up to 2,500 acre-feet per annum, subject to previous permit conditions, for municipal, industrial, recreational, and commercial purposes within 29,468.73 acres of land, owned by various entities, as described in OSE File No. LRG-03150-D.
Old well LRG-03150-POD39 will be plugged. The proposed site of new well LRG-03150-POD51 is located southeast of the Santa Teresa airport and is approximately 0.64 miles southeast of the intersection of Pete V. Domenici International Blvd. and Airport Rd.
Dona Ana is the County affected by the diversion and in which the water has been or will be put to beneficial use. This notice is ordered to be published in the Las Cruces Sun News.

Any person, firm or corporation or other entity having standing to file objections or protests shall do so in writing (objection must be legible, signed, and include the writer’s complete name, phone number, email address, and mailing address). If the protest does not include the complete name, phone number, email address and mailing address, it may be deemed invalid and not accepted for filing unless Protestant provides with the protest an affidavit stating that it does not have one of the above-listed elements/requirements (phone number, mailing address, email address, etc.). The objection to the approval of the application must be based on: (1)
Impairment; if impairment, you must specifically identify your water rights; and/or (2) Public Welfare/Conservation of Water; if public welfare or conservation of water within the state of New Mexico, you must show how you will be substantially and specifically affected. The
written protest must be filed, in triplicate, with the State Engineer, 1680 Hickory Loop, Suite J, Las Cruces, NM 88005 on or before June 5, 2026. Facsimiles (faxes) will be accepted as a valid protest if the hard copy is hand-delivered or mailed and postmarked within 24-hours of the facsimile. Mailing postmark will be used to validate the 24-hour period. Protests can be faxed to the Office of the State Engineer, at 575-524-6160. If no valid protest or objection is filed, the State Engineer will evaluate the application in accordance with the provisions of Chapter 72 NMSA 1978.
