The New York State Office of Temporary and Disability Assistance Notice of Needs Assessment Public Comment Period To Provide for Input on the Development of The New York State Plan for the 2026-2027 Home Energy Assistance Program (HEAP) In accordance with the Low-Income Home Energy Assistance Act of 1981, as amended, the State of New York provides for input on the development of the 2026-2027 New York State Plan for the Home Energy Assistance Program. The current 2025-2026 HEAP State Plan may be found online: https://otda.ny.gov/programs/heap/stateplan.asp Comments: Written, e-mailed, or faxed comments on the development of the 2026-2027 New York State Home Energy Assistance Program State Plan will be accepted beginning at 9:00am, April 13, 2026, through close of business on April 27, 2026. Comments must be received by the Office of Temporary and Disability Assistance no later than 5:00 p.m. on April 27, 2026, to be included in the Needs Assessment process.
