INVITATION TO BID 2026 Asphalt Seal Coat Springfield Township, Bucks County   Sealed proposals for asphalt sealcoat will be received by the Springfield Township, Bucks County Board of Supervisors electronically via the PennBid System until 9:00 AM on April 21, 2026 for double application of approximately 48,115 SY of CRS-2PM (E-3M) Polymer-Modified Cationic Emulsified Asphalt with Type A, washed No. 8 coarse aggregate on various Township roadways. Contractor shall be responsible for street sweeping roadway surfaces prior to application, traffic control, and street sweeping excess stone from the road following application. Specifications and forms for proposal may be obtained or examined on the internet at www.pennbid.net (or www.bonfire.com) at no cost. (Contractors must register in accordance with PennBid requirements). The successful bidder is required to pay fees established by PennBid equal to 1/3% of the awarded bid total.   Bids must be made on forms furnished by the Township (via PennBid) and must be accompanied by a certified check or bid bond, issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania in the amount of at least (10%) of the total price bid made payable to the Township. Bidder shall verify compliance with the Public Works Employment Verification Act (E-Verify Program).   The successful bidder will be required to furnish and pay for satisfactory Insurance; Performance and Payment Bonds each in the amount of One Hundred percent (100%) of the Contract Price; and a Maintenance Bond in the amount of 100% of the contract price; with a corporate surety licensed to conduct business in the Commonwealth of Pennsylvania and approved by the Township, in accordance with bid specifications.   Award of Contract, if Contract is awarded, will be based on the Total Bid at the sole discretion of Springfield Township; and will be to the lowest responsive and responsible bidder. Springfield Township reserves the unqualified right to reject any or all bids and waive any informalities.
