NOTICE OF PUBLIC HEARING, SCHOOL BOARD ELECTION AND BUDGET VOTE, AND ANNUAL MEETING OF THE BINGHAMTON CITY SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that a Public Hearing of the Binghamton City School District will be held on May 5, 2026at 7 PM at 164 Hawley Street, 3rd floor Community Room, Binghamton, NY. The purpose of the hearing is to present and discuss the proposed school district budget, including the expenditure of funds. Propositions may also be discussed. FURTHER NOTICE IS GIVEN that the Annual Budget Vote and School Board Election will take place on May 19, 2026 when two (2) members will be elected to the Board of Education. The two candidates who receive the most votes will each get a five (5) year term of office commencing July 1, 2026 and expiring naturally June 30, 2031. Certain propositions may also be considered. Polls will be open from 11:00 AM – 8:00 PM and conducted by using electronic scanner machines. A description of the school election district boundaries is available for inspection at the District Administration Offices, 164 Hawley Street, Binghamton, NY. (TasteNY), 840 Upper Front St. (Sunrise Terrace) FURTHER NOTICE IS GIVEN that a copy of the proposed budget statement, exclusive of public monies, will be available to taxpayers of the district during the fourteen (14) days preceding the vote each school or at the District Office, 164 Hawley Street, Binghamton, NY, weekdays only, between 9:00 AM - 4:00 PM, and excluding holidays. FURTHER NOTICE IS GIVEN that petitions nominating candidates for the Board of Education must be filed with the District Clerk, 164 Hawley Street, 3rd Floor, Binghamton, NY, no later than 5:00 PM on Wednesday, April 29, 2026. Applications for absentee ballots and early mail ballots will be available beginning April 1, 2026 during school business hours (8:00 AM – 4:00 PM) at 164 Hawley Street, 3rd Floor, Binghamton, NY. Applications may be requested by contacting the District Clerk (607-762-8100 x25319 or browns@binghamtonschools.org). Completed applications for absentee or early mail ballots must be received by the District Clerk at least seven (7) days prior to the vote if the ballot is to be mailed to the voter, or the day before the vote if issued to the voter in person. Absentee and early mail ballots must be received by the District Clerk no later than 5:00 PM on the date of the vote. A list of individuals to whom absentee or early mail ballots are issued will be available for inspection to qualified voters of the district in the District Clerk's office during regular business hours until the day of the vote. Qualified voters may review and submit a challenge to the District Clerk who will submit the challenge to the inspectors of the election before the close of the polls. Military voters who are not registered to vote may apply to register with the Binghamton City School District by submitting an original signed application to the District Clerk. Pursuant to Education Law Section 2018, they must indicate their preferred method of receiving ballot materials (by mail, email or fax). Applications must be received no later than 15 days before the vote in the office of the District Clerk so that ballots can be transmitted no later than 14 days before the vote. Military ballots must be received by the District Clerk no later than 5:00 PM on the date of the vote. FURTHER NOTICE IS GIVEN that, according to the policy adopted by the Board of Education following Sections 2035 and 2008 of the Education Law, any referenda or propositions to amend the budget or otherwise be submitted to voters must be filed with the District Clerk no later than 60 days prior to the vote if required to appear in the public notice. Such petitions must be typed or printed in English, signed by at least 25 voters, or 5% of those voting in the previous annual election, whichever is greater, and include the names and residence of each signer. Propositions not required to appear in the notice must be filed at least 30 days before the vote. The Board of Education reserves the right to reject any proposition that is beyond voter authority or lacks the required appropriation. Any person qualified to vote who is registered for general elections under Section 352 of the Election Law is eligible to vote without additional registration pursuant to Section 2606 of the Education Law. Voter registration: The Board of Registration will meet on April 7, 2026 and April 9, 2026 between 8:30 AM – 4:30 PM at the Broome County Board of Elections Office, County Office Building, 44 Hawley Street, Governmental Plaza, Binghamton, NY, to register eligible individuals not currently registered. Individuals must register before May 5, 2026 to be eligible to vote in this election. The Board of Registration will also meet on May 19, 2026 at the above-mentioned location and time to register voters for future elections. Individuals registering on the day of the election will not be allowed to vote on the election occurring on the same day. The Official Register, prepared by the Broome County Board of Elections Office, will be filed with the District Clerk two weeks prior to the vote and will be available for inspection by any qualified voter of the district between the hours of 9:00 AM – 4:00 PM on each business day prior to the election at the District Office, 164 Hawley Street, 3rd Floor, Room 305C, Binghamton, NY. The Register will also be available for inspection on the day of the election at each polling place.
