NOTICE OF ANNUAL PUBLIC BUDGET HEARING, SCHOOL DISTRICT BUDGET VOTE AND BOARD OF EDUCATION ELECTION
for the
City School District of the City of Port Jervis, NY
TO ALL DULY QUALIFIED VOTERS OF THE CITY SCHOOL DISTRICT OF THE CITY OF PORT JERVIS:
NOTICE IS HEREBY GIVEN that the Board of Education of the City School District of the City of Port Jervis, Orange County, New York will hold their Annual Public Budget Hearing to present the budget document for the 2026-2027 School Year on Tuesday, May 5, 2026 at 7:00 pm in the Board Room located at l50 Pike Street, Port Jervis, New York.
A copy of this presented Budget for the upcoming 2026-2027 fiscal school year as prepared by the Board of Education may be obtained by any resident of the District commencing 14 calendar days immediately preceding the May 19, 2026 Annual Meeting, Budget Vote & Election during the hours of 8:00 am and 3:00 pm at each of the District’s school buildings or the Administration Office. A Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any budget of which it will form a part; and shall be posted on the District bulletin board(s) maintained for public notices, as well as on the District’s website.
NOTICE IS FURTHER GIVEN that the Annual Meeting, including the Election of Members to the Board of Education and Vote on the School District Budget and any other proposition placed before the voters at the Polling Centers listed below will be held on Tuesday, May 19, 2026 between the hours of 7:00 am and 8:00 pm, prevailing time, when the polls will be open for voting by paper ballot for the purpose of the following:
A. To elect three (3) members to the Board of Education for three (3) year terms (July 1, 2026-June 30, 2029) due to the expiration of the terms of office of Nancy Dunn, Judith Amato and William Onofry on June 30, 2026.
B. To vote upon the appropriation of the necessary funds to meet the estimated expenditures for School District purposes for the 2026-2027 School Year (the Budget).
NOTICE IS FURTHER GIVEN that for the purpose of voting, the School District has been divided into two (2) election districts, with polling locations at Port Jervis High School Library, 10 Route 209, Port Jervis, NY, and Hamilton Bicentennial Elementary School, 929 Route 209, Cuddebackville, NY and that an accurate description of the boundaries of these school election districts is on file and may be inspected at the Office of the Chairman of the Annual Budget Vote & Election on weekdays when school is in session, during regular work hours, 8:00 am to 3:00 pm, at the Administrative Offices located at 150 Pike Street, Port Jervis, New York.
NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of Board of Education Member must be filed with the Chairman of the Annual Budget Vote & Election by no later than 5:00 pm on Wednesday, April 29, 2026. Such petitions must be signed by at least one hundred qualified voters of the District and shall state the name and residence address of each signer and the name and residence address of the candidate. Petition forms may be obtained at the Office of the Chairman of the Annual Budget Vote & Election on weekdays when school is in session, during regular business hours, 8:00 am to 3:30 pm.
NOTICE IS FURTHER GIVEN that the Board of Education of the City School District of the City of Port Jervis, Orange County, New York has declared Wednesday, April 29, 2026, between the hours of 8:00 am and 3:00 pm, prevailing time, as the date on which the Board of Registration shall meet for the purpose of preparing the register of the School District for each election district for the School District Election and Budget Vote to be held on Tuesday, May 19, 2026 at the District Administration Offices, located at 150 Pike Street, Port Jervis, New York. Any person shall be entitled to have their name placed upon such register if they are known or proven to the satisfaction of the registrars to be then, and thereafter, entitled to vote without further registering with the School District’s Board of Registration, as well as persons who shall have previously registered for any annual or special meeting or election and who shall have voted at any annual or special meeting or election held or conducted anytime during the preceding four calendar years.
NOTICE IS FURTHER GIVEN that the register of voters so prepared shall be filed in the Office of the Chairman of the Annual Budget Vote & Election and shall be open for inspection by any qualified voter of the District between the hours of 8:00 am and 3:00 pm, prevailing time, 14 days prior to the Annual School District Election and Budget Vote. Said register will be open for inspection in each of the polling locations during the Annual School District Election and Budget Vote.
NOTICE IS FURTHER GIVEN that applications for Absentee Ballots or Early Mail Ballots for the School District Election and Budget Vote may be obtained through the district website at www.pjschools.org or in person at the Office of the Chairman of the Annual Budget Vote & Election, 150 Pike Street, Port Jervis, New York. Applications for Absentee and Early mail ballots must be received by the Chairman of the Annual Budget Vote & Election no earlier than thirty (30) days before the election. Furthermore, such The application for Absentee Ballot or Early Mail Ballot must be received by the Chairman of the Annual Budget Vote & Election at least seven (7) days prior to the election if the ballot is to be mailed to the voter, or the day before the election if the ballot will be personally picked up by the voter or his/her designated agent. Upon receiving a timely request for a mailed Absentee or Early Mail ballot, the Chairman of the Annual Budget Vote & Election will mail the ballot to the address set forth in the application by no later than six (6) days before the vote. No Absentee or Early Mail ballot shall be canvassed unless it is received in the office of the Chairman of the Annual Budget Vote & Election by no later than 5:00 pm, prevailing time, on the date of the election. A list of all persons to whom absentee or early mail ballots have been issued will be available in the office of the Chairman of the Annual Budget Vote & Election during regular office hours, 8:00 am to 3:00 pm, prevailing time, until the day of the School Election and Budget Vote. Any qualified voter may file a written challenge of the qualifications as a voter of any person whose name appears on such a list stating the reasons for the challenge. A challenge to an early mail voter may not be made on the basis that the voter should have applied for an absentee ballot, or vice versa.
NOTICE IS FURTHER GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters who are qualified voters of the school district may submit an application for a military ballot. Military voters may designate a preference to receive a military voter registration form, military ballot, application or military ballot by mail, facsimile transmission or election mail in their request for such registration form, ballot application or ballot. Military voter registration forms and military ballot applications must be received in the office of the Chairman of the Annual Budget Vote & Election no later than 5:00 pm on May 5, 2026. No military ballot will be canvassed unless it is (1) received in the office of the Chairman of the Annual Budget Vote & Election before the close of the polls on election day and showing a cancellation mark of the United States postal service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the United States government; or (2) received by the Office of the Chairman of the Annual Budget Vote & Election by no later than 5:00 p.m. on election day and signed and dated by the military voter and one witness thereto, with a date which is associated to be no later than the day before the election.
