NOTICE OF ANNUAL MEETING, BUDGET VOTE, AND ELECTION
MANCHESTER-SHORTSVILLE CSD
Notice is hereby given that the public hearing for the purpose of discussing the expenditure of funds and the budgeting thereof for the fiscal year July 1, 2026 to June 30, 2027 will be held in the Library of the Manchester-Shortsville Central School District for inhabitants qualified to vote at school meetings in said district on Thursday, May 7, 2026 at 6:00 P.M. Information regarding the budget hearing may be accessed on the District’s website at www.redjacket.org.
Notice is also given that the annual meeting vote and election of the qualified board members of the Manchester-Shortsville Central School District, will be held on May 19, 2026 between the hours of 8:00 A.M. and 8:00 P.M. in the High School Auditorium Lobby by the use of voting machines as follows:
(1) to elect two (2) members of the Board for five (5) year terms commencing July 1, 2026 and expiring on June 30, 2031 to succeed James Simmons, and Amy Walton.
(2) the adoption of the following propositions:
PROPOSITION 1: Shall the following resolution be adopted to with:
RESOLVED: to adopt the annual budget of the Manchester-Shortsville Central School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District
PROPOSITION 2: Shall the following resolution be adopted to wit:
RESOLVED: that the Board of Education of the Manchester-Shortsville Central School District is hereby authorized to purchase two (2) 65-passenger full-size diesel buses not to exceed $415,000 during the 2026-2027 school year, upon voter approval on May 19, 2026.
Budget Information
Notice is also given that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public moneys, and a copy of the report of the amount of the total assessed value of the final assessment roll(s) used in the budgetary process that is exempt from the taxation may be obtained by any resident in the district during the fourteen (14) days immediately preceding the annual meeting, and on the date of the election, except Saturday, Sunday, or holidays on the www.redjacket.org website, and also at the District Office between the hours of 8:00 A.M. and 4:00 P.M.
Petitions Nominating Board Candidates
NOTICE is also given that petitions nominating candidates for office of member of the Board of Education must be filed with the Clerk of the District no later than 5:00 P.M., April 20, 2026. We will be filling two (2) 5-year seats. Each petition must be signed by at least twenty-five (25) qualified voters of the district, must state residence of each signer, and must state the name and residence of the candidate.
Absentee Ballots
Notice is also given that the applications for absentee ballots for election of the member of the Board and the adoption of the annual budget may apply for an absentee ballot by requesting an application from the District Clerk at (585) 289-2160 or timothy.burns@redjacket.org. Such applications must be received by the Clerk of the District or designee of the School Board at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. A list of all persons whom absentee ballots shall have been issued will be available for public inspection during regular office hours at the District Office until the day of the election and will be posted at the polling place during the election.
Early Voting Ballots
Notice is also given that the applications for early voting ballots for election of the member of the Board and the adoption of the annual budget may apply for an early voting ballot by requesting an application from the District Clerk at (585) 289-2160 or timothy.burns@redjacket.org. Such applications will be available after April 20, 2026 and must be received by the Clerk of the District or designee of the School Board at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter.
Military Ballots
Notice is also hereby given that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at (585) 289-2160 or timothy.burns@redjacket.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 P.M. on April 20, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission, or electronic mail.
Qualifications to Vote
Notice is also given that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election. The School District may also require all persons offering to vote to provide their signature, printed name, and address.
