PAWLING CENTRAL SCHOOL DISTRICT   LEGAL NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION   NOTICE IS HEREBY GIVEN, that a Public Hearing on the proposed 2026-2027 Budget for the Pawling Central School District shall be held in the Cafetorium at the Pawling Middle School, 80 Wagner Road, Pawling, Dutchess and Putnam Counties, New York, on Tuesday, May 5, 2026 at 7:00 p.m., prevailing time, for the presentation of the budget. Copies of the budget, together with any appendages required by Education Law § 1716 and text of any proposition that will be presented to the voters, may be obtained by any resident of the District at all School District building offices between the hours of 9:00 a.m. and 4:00 p.m. on any day during the fourteen (14) day period immediately preceding the date of the election, May 19, 2026, other than a Saturday, Sunday or holiday and on the District’s internet website at: www.pawlingschools.org.   AND NOTICE IS FURTHER HEREBY GIVEN that the election of candidates to the Pawling Central School Board of Education and the budget vote will be held on Tuesday, May 19, 2026 between the hours of 7:30 a.m. and 9:00 p.m., prevailing time, in the Gymnasium of the Pawling Elementary School, 7 Haight Street, Pawling, Dutchess and Putnam Counties, New York, at which time the polls will be opened to vote by voting machine on the following items:   1. To elect two (2) members of the Board of Education each to a three (3) year term, commencing on July 1, 2026 and expiring on June 30, 2029, to succeed Sandro Ore and Michelle Spielvogel whose terms expire on June 30, 2026.   2. To vote upon the adoption of the Budget of the School District for the 2026-2027 fiscal year and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the School District   3. To transact such other business as may properly come before the meeting pursuant to the Education Law of the State of New York.   AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for the 2026-2027 school year, exclusive of public monies, may be obtained by any resident in the District during the fourteen (14) days immediately preceding the day of the vote except Saturdays, Sundays or holidays, at District school buildings between the hours of 9:00 a.m. and 4:00 p.m., prevailing time and also at said District Election. A report of tax exemptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget document.   The election and budget vote shall be by machine or by early mail or absentee ballot. The hours during which the polls shall be kept open shall be from 7:30 a.m. to 9:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 9:00 p.m. to cast their ballots.   AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of all voters at school meetings or elections is required, pursuant to §2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has already registered pursuant to the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he or she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he or she is also eligible to vote at this election. All other persons who wish to vote must register.   AND FURTHER NOTICE IS HEREBY GIVEN, that The Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to the Education Law at the Pawling Elementary School on Thursday May 7, 2026 between the hours 3:45 p.m. and 7:45 p.m., prevailing time, at which time any person will be entitled to have his or her name placed on such Register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared. The register so prepared pursuant to §2014 of the Education Law will be filed in the Office of the Superintendent of Schools at the Pawling Central School District and will be open for inspection by any qualified voter of the District beginning on Thursday, May 14, 2026 between the hours of 9:00 AM and 4:00 PM, prevailing time, on weekdays, and each day prior to the day set for the election, and at the polling place on the day of the vote.   The Board of Registration also will meet on May 19, 2026 between the hours of 7:30 AM and 9:00 PM, prevailing time, at the Gymnasium of the Pawling Elementary School, 7 Haight Street, Pawling, Dutchess and Putnam Counties, New York to prepare the Register of the School District to be used at the annual election or special district meetings that may be held after the preparation of said Register, placed on such Register provided that at such meeting of said Board of Registration he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school election for which said Register is prepared, or any special district meeting held after May 19, 2026.   AND FURTHER NOTICE IS HEREBY GIVEN that military voters, not currently registered, may apply to register as a qualified voter of the Pawling Central School District. An Application to Register as a Military Voter may be requested from the District Clerk; however, the original signed Application must be received by the District Clerk not later than 5 p.m. on April 23, 2026. Additionally, the military voter must indicate their preference for receiving the Application to Register as a Military Voter by mail, facsimile transmission or email. If a preference is not indicated, the Application to Register as a Military Voter will be transmitted by mail to the military voter's district residence. The Clerk of the Board shall transmit the military voter’s military ballot in accordance with the military voter’s preferred method of transmission not later than 25 days before the vote, April 24, 2026. The Clerk of the Board must then receive the military voter’s military ballot not later than 5:00 p.m. on the day of the vote.   AND FURTHER NOTICE IS HEREBY GIVEN, that early mail and absentee ballots are available in accordance with the provisions of Sections 2018-a and 2018-e of the Education Law, as existing or hereinafter amended. Applications for early mail or absentee ballots may be applied for at the office of the District Clerk. Applications for early mail and absentee ballots will be obtainable and returnable to the District Clerk no earlier than thirty (30) days before the election, and must be received by 4:00 pm at least seven (7) days before the election, if the ballot is to be mailed to the early mail voter or absentee voter, or by 4:00 pm the day before the election, if the ballot is to be delivered personally to the voter. Early mail and absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 19, 2026.   A list of all persons to whom early mail and absentee ballots have been issued will be available in said office of the District Clerk on each of the five (5) days prior to the day of the election except Saturday and Sunday, May 16th & 17th, 2026, from 8:00 a.m. to 4:00 p.m., prevailing time, and on May 19, 2026. Any qualified voter may, upon inspection of the list, or present in the polling place, file a written objection to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the District Clerk who will transmit such written objection to the inspectors of election on election day or make such written challenge to the Inspector of Elections before the close of the polls on election day.   The Education Law makes special provisions for absentee voting by “permanently disabled” voters of the District and any questions regarding these rights should be directed to the Clerk of the Board.   AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of Member of the Board of Education to fill two (2) expired terms of three (3) years and must be filed with the District Clerk at the District Office no later than Monday, April 20, 2026 by 5:00 p.m., prevailing time. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Each petition must be directed to the District Clerk; shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be signed by at least twenty-five (25) qualified voters of the District stating the name and residence of each signer; and must state the name and residence of the candidate. A copy of such petition may be obtained at the Office of the District Clerk during regular school hours.   AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with Sections 2035 and 2008 of the Education law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said vote and election, must be filed with the Board of Education located at 515 Route 22, Pawling, NY on or before April 20, 2026 at 5:00 p.m., prevailing time; must be typed or printed in the English language; must be directed to the Clerk of the School District; must be signed by at least twenty-five (25) of the qualified voters of the District; must state the name and residence of each signer.
