NOTICE OF ANNUAL PUBLIC HEARING ON THE BUDGET, ANNUAL MEETING, SCHOOL DISTRICT ELECTION AND VOTE SUFFERN CENTRAL SCHOOL DISTRICT ROCKLAND COUNTY, NEW YORK   NOTICE IS HEREBY GIVEN that the Board of Education of the Suffern Central School District, Rockland County, New York, will hold a Public Hearing on the Budget at the Suffern High School, 49 Viola Road, Suffern, NY 10901-3228, on Tuesday, May 5, 2026, at 7:30 P.M., prevailing time, for the purpose of presenting the budget document for the 2026-2027 school year.   NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the 2026-2027 school year (the Budget), exclusive of public monies, may be obtained by any resident of the District 14 days before the Annual Meeting, between the hours of 9:00 AM and 4:00 PM, prevailing time, at each schoolhouse within the School District, except Saturday, Sunday or holidays. The budget shall also be available at any free association or public library in the district and on the district website. A Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as on the district’s website.   NOTICE IS FURTHER GIVEN that the Annual Meeting, Election of Members of the Board of Education and Vote on the Budget, will be held on Tuesday, May 19, 2026, at five election districts hereinafter set forth, between the hours of 6:00 AM and 9:00 PM, prevailing time, when the polls will be open for the purpose of voting, by voting machine:   A. To elect Two (2) members to the Board of Education, each for three-year terms, commencing July 1, 2026, and expiring on June 30, 2029.   B. To vote upon the appropriation of the necessary funds to meet the estimated expenditures and purposes for the 2026-2027 School Year (the Budget).   C. To vote on any proposition(s) legally proposed.   NOTICE IS FURTHER GIVEN that for the purposes of voting, the School District has been divided into five election districts, and that an accurate description of the boundaries of these school election districts is on file and may be inspected at the District’s Office, 45 Mountain Avenue, Hillburn, NY 10931.   NOTICE IS FURTHER GIVEN that the Annual School District Election and Vote will be held at the following polling places in the School Election Districts hereinafter set forth:   Sloatsburg Election District (R01) – comprising former Union Free School District No. 1 of the Town of Ramapo and Common School District No. 5 of the Towns of Haverstraw and Tuxedo, at the Sloatsburg Elementary School, 11 Second Street, Sloatsburg, New York 10974-1712.   Hillburn Election District (R02) - comprising former Union Free School District No. 15 and Common School District No. 2 of the Town of Ramapo and including the Village of Hillburn and the Hamlet of Ramapo at the Suffern Central School District Administration Building, 45 Mountain Avenue, Hillburn, New York 10931.   R.P. Connor Election District (R03) - comprising former Union Free School District No. 3 of the Town of Ramapo, and including in addition thereto, the area to the west of South Airmont Road and south of the Governor Thomas E. Dewey Thruway, at Richard P. Connor Elementary School, 13 Cypress Road, Suffern, New York 10901-6842.   Suffern Middle School Election District (R04) - comprising all of former Common School District No. 9 of the Town of Ramapo and so much of former Common School Districts No. 4 and No. 13 of the Town of Ramapo as lie north of the Governor Thomas E. Dewey Thruway, at the Suffern Middle School, 80 Hemion Road, Suffern, New York 10901-4108.   Cherry Lane Election District (R05) - comprised of that area of the District beginning at the intersection of the eastern boundary of the District and the dividing line between Rockland County, New York, and Bergen County, New Jersey, running north to the Governor Thomas E. Dewey Thruway, then west along said Thruway to South Airmont Road, then running south along South Airmont Road to the Rockland County-Bergen County border, continuing east along said border to the point of beginning at the Cherry Lane Elementary School, 1 Heather Drive, Suffern, New York 10901-6613.   NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District by no later than 5:00 PM on Monday, April 20, 2026, in the form and manner prescribed by Section 2018 of the Education Law. Nominating petitions must be signed by at least Forty-Five (45) qualified voters of the District, shall state the name and residence address of each signer and the name and residence address of the candidate. Petition forms may be obtained at the Office of the District Clerk on weekdays when school is in session, from 10 AM to 4 PM.   NOTICE IS FURTHER GIVEN that personal registration of voters is required pursuant to Section 2014 of the Education Law. If a voter has heretofore registered to vote with the School District and has voted at an annual or special school district meeting within the last four calendar years, she/he is eligible to vote at this election. If an eligible voter is currently registered to vote with the Rockland County Board of Elections, she/he is also eligible to vote in this election and vote. All other people who wish to vote must register with the Board of Registration.   NOTICE IS FURTHER GIVEN that the Board of Registration will meet on Thursday, April 16, 2026 between the hours of 11:00 AM and 4:00 PM, at the Suffern Central School District Administration Building, 45 Mountain Avenue, Hillburn, NY 10931, for the purpose of preparing the register of the School District for the Election and Vote to be held on May 19, 2026, at which time any person shall be entitled to have his/her name placed upon such Register if he or she is known or proven to the satisfaction of the Board of Registration to be then or thereafter entitled to vote.   NOTICE IS FURTHER GIVEN that, the Register of voters so prepared, including the names of military voters who submitted valid military voter registrations, shall be filed in the Office of the Clerk of the District and shall be open for inspection by any qualified voter of the District during regular office hours 10:00 AM to 4:00 PM, prevailing time, beginning on Thursday, May 14, 2026, except Sunday until the day of the Election and Vote. Said Register will be open for inspection at the polling places on the date of the Election and Vote.   NOTICE IS FURTHER GIVEN that applications for absentee ballots and early mail ballots for the School District Election and Vote may be obtained at the Office of the District Clerk, 45 Mountain Avenue, Hillburn, NY 10931. The application must be received by the District Clerk not more than thirty (30) days and at least seven (7) days prior to the election if the ballot is to be mailed to the voter or the day before the election if the ballot will be picked up personally by the voter or the voter’s designated agent set forth in the application at the Office of the District Clerk. To be canvassed, absentee ballots and early mail ballots must be received by the District Clerk by no later than 5:00 PM, prevailing time, on Tuesday, May 19, 2026.   NOTICE IS FURTHER GIVEN that a list of all persons to whom absentee ballots and early mail ballots shall have been issued and a list of all military voters to whom military ballots shall have been issued, will be available for inspection to qualified voters of the District in the said office of the Clerk of the District during regular office hours, 10:00 AM to 4:00 PM, prevailing time, beginning on Thursday May 14, 2026, except Sunday until the day of the Election and Vote. Any qualified voter may file a written challenge of the qualifications of a voter, whose name appears on such list, stating the reasons for the challenge.   NOTICE IS FURTHER GIVEN that military voters who are not currently registered to vote in the District may obtain an application to register as a qualified voter of the District for the Annual Meeting on Tuesday, May 19, 2026 by contacting the District Clerk at 45 Mountain Avenue, Hillburn, NY 10931; Telephone: (845) 357-7783, Ext. 11224; email: districtclerk@sufferncentral.org. The completed registration application must be received by the District Clerk by no later than 5:00 PM on Wednesday, April 15, 2026. Military Voters who are registered voters of the district may obtain an application for a military ballot by contacting the District Clerk as described above. The completed application for a military ballot must be received by the District Clerk by no later than 5:00 PM on Thursday April 23, 2026. The military voter may indicate their preference for receiving the application to register to vote and/or the application for a military ballot by mail, by facsimile or email. Military ballots will be mailed or otherwise distributed no later than 25 days before the election.
