HEARING, ANNUAL VOTING,
ELECTION OF BOARD MEMBER AND
PROPOSITION OF
LANSING CENTRAL SCHOOL DISTRICT
THE BOARD OF EDUCATION OF THE LANSING CENTRAL SCHOOL DISTRICT HEREBY GIVES NOTICE th4 the annual meeting of the qualified voters of said School District will be held on Tuesday, May 19, 2026, from 7:00 a.m. to 9:00 p.m. at the Cafeteria of the Elementary School, 284 Ridge Road, Lansing, NY, for the purpose of voting upon the school budget for the 2026-2027 academic year, candidates to the Board of Education, and the propositions listed within this notice and later properly proposed.
TAKE FURTHER NOTICE that the Board of Education of the Lansing Central School District will hold a public budget hearing on May 11, 2026 at 6:00 p.m., prevailing time, at the High School LGI Room, 300 Ridge Road, Lansing, NY, for the presentation of the budget. Information regarding the budget hearing may be accessed on the District's website at www.lansineschools.org or by contacting the District Clerk.
TAKE FURTHER NOTICE that pursuant to Section 2014 of the Education Law, personal registration of voters is required, and no person shall be entitled to vote at the Annual Meeting and Election to be held on May 19, 2026 whose name does not appear on the register of the District or who does not register as hereinafter provided, except a person who is otherwise qualified to vote and is registered under the provisions of Article 5 of the Election Law. The times and place of registration are set forth below, and any person shall be entitled to have that person's name placed upon such register, provided that person is known or proven to be a registered voter of the District, to be then or thereafter entitled to vote at the annual meeting or election for which such register is prepared. Voters may register at the office of the District Clerk, Monday through Friday, from 8:00 a.m. until 4:00 p.m. Any voter registering within the five (5) days prior to the 2026 Annual Meeting, including on the date of the Annual Meeting, will be ineligible to vote until the next election. The register prepared shall be filed in the office of the District Clerk and shall be open for inspection by any qualified voter in the District on each of the five (5) days prior to and the day set for the election, except Saturday, Sunday, Holidays between the hours of 8:00 a.m. and 4:00 p.m.
TAKE FURTHER NOTICE that petitions nominating candidates for the office of member of the Board of Education must be filed with the District Clerk between 9:00 a.m. and 5:00 p.m. no later than Monday, April 20, 2026. Each petition must be directed to the District Clerk, must be signed by at least twenty-five (25) qualified voters of the District, must state the residence of each signer and must state the name and residence of the candidate.
TAKE FURTHER NOTICE that a copy of the statement for the amount of money which may be required for the following year for school purposes, together with the tax exemption report, may be obtained by any resident in the District at the District Office during the fourteen (14) days immediately preceding the annual budget vote and election, other than a Saturday, Sunday, or a holiday, between the hours of 8:00 a.m. and 4:00 p.m.
TAKE FURTHER NOTICE that four vacancies on the Board of Education are to be filled as follows: Three for a three (3) year term commencing July 1, 2026 and concluding June 30, 2029,and a partial term commencing on May 20, 2026 concluding on June 30, 2027 on May 18, 2026 and must be received no later than 4:00 p.m. on May 10, 2026 if the early mail in ballot is to be mailed to the voter. Completed applications received after 4:00 p.m. on May 11, 2026 will require the voter to personally appear at the office of the District Clerk to receive an early mail in ballot. A list of all persons to whom early mail ballots shall have been issued, will be available in the said office of the clerk on each of the five days prior to the day of the election except Sundays, and that such list will also be posted at the polling place or places." '
TAKE FURTHER NOTICE that qualified voters of the District may obtain applications for an absentee ballot from the office of the District Clerk. Completed applications must be received by the District Clerk no later than 4:00 p.m. on May 18, 2026 and must be received no later than 4:00 p.m. on May 10 2026 if the absentee ballot is to be mailed to the voter. Completed applications received after 4:00 p.m. on May 18, 2026 will require the voter to personally appear at the office of the District Clerk to receive an absentee ballot. A listing of all persons to whom an absentee ballot is issued will be available for inspection by any qualified voter in the office of the District Clerk between the hours of 8:00 a.m. and 4:00 p.m. during each of the 5 days prior to the election, except Saturday, Sundays, or a holiday and shall also be posted at the polling place at the election.
TAKE FURTHER NOTICE that military voters who are not currently registered may apply to register as a qualified voter of the School District by requesting to be registered by the District Clerk at 607-533-3020 or Debbie.Todd@lcsd.kl2.ny.us. Registered, qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at the phone number or email address listed above. Completed applications for military ballots must be received by the Clerk no later than 5:00 p.m. on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
TAKE FURTHER NOTICE that at said Annual Meeting to be held on May 19, 2026, the following propositions shall also be submitted to voters:
PROPOSITION 1
Shall the Board of Education of the Lansing Central School District be authorized to purchase and finance two (2) student transport buses and one .(1) student transport SUV, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $400,000, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $400,000, be issued?
PROPOSITION II
Shall the Board of Education of the Lansing Central School District be authorized to establish a new ten-year capital reserve pursuant to Section 3651 of the Education Law in an amount not to exceed $10,000,000 to be used for renovations and additions to all District facilities, including but not limited to purchase of equipment, technology upgrades, classroom equipment, school infrastructure equipment, security and safety improvement, site development and athletic fields, such reserve fund to be funded from (i) a transfer of the unexpended balance currently on deposit in the District's existing reserve fund approved by the District's voters in May of 20[16], to be terminated if this proposition is approved, (ii) year-end budget surplus funds known as unassigned fund balance, as available, for the fiscal year ended June 30, 2026 and each fiscal year thereafter for the term of the reserve fund, (iii) transfers of excess monies from Board of Education designated reserves, (iv) amounts from budgetary appropriations from time to time, and (v) New York State Aid received and made available by the Board of Education from time to time, all as permitted by law?
