NOTICE OF PUBLIC HEARING, BUDGET VOTE, AND ELECTION TUCKAHOE UNION FREE SCHOOL DISTRICT TOWN OF EASTCHESTER, COUNTY OF WESTCHESTER, NEW YORK   NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Tuckahoe Union Free School District, Town of Eastchester, Westchester County, New York, will be held in the Tuckahoe Middle School/High School Library in said District on Tuesday, May 5, 2026, at 7:30 p.m. prevailing time, for the presentation of the budget document. This meeting will also be live streamed from the district website (click on the Live Stream Quick Link at www.tuckahoeschools.orq and viewable the following day on the district cable channels (Cablevision 77 and FIOS 27).   AND FURTHER NOTICE IS HEREBY GIVEN, that said vote and election will be held on Tuesday, May 19, 2026, between the hours of 6:00 a.m. and 9:00 p.m. prevailing time, at the following locations:   1. School Election District A (comprised of all of the area lying west of the west line of Midland Avenue) to vote at Tuckahoe Community Center, 71 Columbus Avenue, Tuckahoe, NY. 2. School Election District B (comprised of all of the area lying east of the line of Midland Avenue and north of the southeast boundary line of the Siwanoy Country Club) to vote at William E. Cottle School, 2 Siwanoy Boulevard, Eastchester, NY.   The polls will be open to vote by voting machine upon the following items:   2026-2027 BUDGET:   To adopt the annual budget of the School District for the 2026-2027 school year and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.   ELECTION OF BOARD MEMBERS:   To elect two (2) members of the Board of Education each to a three (3) year term commencing July 1, 2026, and expiring on June 30, 2029, to succeed members Scott Bogetti and Peter Casson whose terms expire on June 30, 2026.   AND FURTHER NOTICE IS HEREBY GIVEN, that the election and budget vote shall be by machine, absentee, military, or early mail ballot on Tuesday, May 19, 2026 during which the polls shall be kept open from 6:00 a.m. to 9:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 9:00 p.m. to cast their ballots.   AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for the 2026-2027 school year, exclusive of public monies, may be obtained by any resident of the District during business hours beginning May 1, 2026, except Saturday, Sunday or holidays, at the Administration Office, 65 Siwanoy Boulevard, Eastchester, New York, and at each of the following schoolhouses: William E. Cottle School, 2 Siwanoy Boulevard, Eastchester, New York and the Tuckahoe Middle School/High School, 65 Siwanoy Boulevard, Eastchester, New York. A report of tax exemptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget document. The Budget will also be available on the district's website.   AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk of said School District at her office in the Tuckahoe Middle School/High School Building, not later than April 20, 2026, at 3:00 p.m. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the District Clerk of the District; must be signed by at least twenty-five (25) qualified voters of the District; must state the name and residence of each signer and must state the name and residence of the candidate.   AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee and early mail ballots may be obtained during school business hours from the District Clerk beginning April 19, 2026 between the hours of 9:00 a.m. and 3:00 p.m. Completed applications must be received by the District Clerk by 4:00 p.m. at least seven (7) days before the election if the ballot is to be mailed to the voter, or by 4:00 p.m. the day before the election, if the ballot is to be given personally to the voter. Absentee and early mail ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 19, 2026.   A list of persons to whom absentee and early mail ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk between the hours of 8:30 a.m. and 3:30 p.m. during the five (5) days prior to the election, on weekdays and on Saturday, May 16, 2026, between the hours of 9:00 a.m. and 11:00 a.m., and on May 19, 2026, the day set for the election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls.   The Education Law makes special provisions for absentee voting by "permanently disabled" voters of the District and any questions regarding these rights should be directed to the Clerk of the Board.   AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required either pursuant to §2014 of the Education law or pursuant to Article § 5 of the Election Law. If a voter has heretofore registered pursuant to §2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election. All other persons who wish to vote must register.   Residents may register to vote with the District Clerk on any school business day before May 12, 2026 between the hours of 8:30 a.m. and 3:30 p.m. at the District Clerk's Office, at which time any person will be entitled to have his or her name placed on such Register, provided that he or she is known or proven to the satisfaction of the District Clerk to be then or thereafter entitled to vote at such election for which the register is prepared. The register so prepared pursuant to §2014 of the Education Law will be filed in the Office of the District Clerk of the School District at 65 Siwanoy Boulevard, Eastchester, NY and will be open for inspection by any qualified voter of the District beginning five (5) days prior to the election, between the hours of 8:30 a.m. and 3:30 p.m., prevailing time, on weekdays, and on Saturday, May 16, 2026 between the hours of 9:00 a.m. and 11:00 a.m. and at the polling places on the day of the vote.   The Education Law also makes special provisions for absentee voting for "military" voters of the District. Specifically, the law provides a unique procedure for "military ballots" in school district votes. Whereas absentee ballot applications and absentee ballots must be received by the voter by mail, a military voter may elect to receive his/her absentee ballot application and absentee ballot by mail or email. The military voter must, however, return his/her original military ballot application and military ballot by mail or in person. The Clerk of the Board shall transmit the military voter's military ballot in accord with the military voter's preferred method of transmission not later than 25 days before the vote. The District Clerk must then receive the military voter's military ballot by mail or in person not later than 5:00 p.m. on May 19, 2026.   NOTICE IS HEREBY GIVEN that Military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters may apply to register to vote with the District Clerk in person at 65 Siwanoy Boulevard, Eastchester, NY or by calling that office at (914) 337-6600 Ext. 1251.   AND FURTHER NOTICE IS HEREBY GIVEN that, in accordance with Part 122 of the Rules and Regulations of the Commissioner of Education, military voters who are qualified and registered voters of the school district may apply for a military ballot. Applications for military ballots for the election of members of the Board of Education, and for voting on the annual school district budget, may be requested from the Office of the District Clerk in person at 65 Siwanoy Boulevard, Eastchester, NY or by calling that office at (914) 337-6600 Ext. 1251. A military voter may elect to receive his/her absentee ballot application and absentee ballot by mail, email or facsimile. The military voter must, however, return his/her original military ballot application and military ballot by mail or in person. Completed military ballot applications must be received by the Clerk of the District no later than 5:00 pm on May 19, 2026.   A list of all persons to whom military ballots shall have been issued will be available in the said Office of the Clerk of the District on each of the five days prior to the date set for the annual meeting and election, between the hours of 8:30 a.m. and 3:30 p.m., prevailing time, on weekdays, and on Saturday, May 16, 2026 between the hours of 9:00 a.m. and 11:00 a.m. and at the polling places on the day of the vote.   AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with §2035 and §2008 of the Education law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election, must be filed with the Board of Education at the Administration Building, 65 Siwanoy Boulevard, on or before April 20, 2026, at 4:00 p.m. prevailing time; must be typed or printed in the English language; must be directed to the District Clerk of the School District; must be signed by at least 25 qualified voters of the District; and must state the name of each signer.
