NOTICE OF ANNUAL DISTRICT MEETING AND ELECTION AND BUDGET HEARING OF THE RYE NECK UNION FREE SCHOOL DISTRICT, WESTCHESTER COUNTY, STATE OF NEW YORK      NOTICE IS HEREBY GIVEN that the Annual District Meeting and Election of the Rye Neck Union Free School District (the “District”) will be held on May 19, 2026, at Rye Neck High School, 300 Hornidge Road, Town of Rye, Village of Mamaroneck, New York, for the purpose of: (a) voting on the District budget for the 2026-2027 school year; (b) electing Trustees of the Board of Education; and (c) transacting such other business as is authorized by law. The polls for said vote will be open from 7:00 o’clock a.m. to 9:00 o’clock p.m., and ballots shall be cast upon voting machines.      NOTICE IS FURTHER GIVEN that there will be a public hearing on the proposed budget on May 6, 2026 at 9:00 o’clock a.m. at the Daniel Warren Elementary School Auditorium, 1310 Harrison Avenue, Mamaroneck, New York.      NOTICE IS FURTHER GIVEN that the Board of Education will present a detailed statement of the amount of money which will be required for the ensuing year for school purposes, specifying the several purposes and the amount for each. A copy of this statement may be obtained by any District resident at the Annual District Meeting and Election on May 19, 2026, and on each day other than a Saturday, Sunday or holiday, from April 29, 2026 to and including May 19, 2026, between the hours of 9:00 o’clock in the forenoon and 4:00 o’clock in the afternoon, at the office of the principal of each of the following schools: Daniel Warren Elementary School, 1310 Harrison Avenue; F.E. Bellows Elementary, 200 Carroll Avenue; Rye Neck Middle School & Rye Neck High School (both at 300 Hornidge Road). This detailed statement also will be posted on the District’s website www.ryeneck.org, and will be available at any public or free association library in the District. An Exemption Report showing how much of the total assessed value on the final assessment roll(s) used in the budgetary process is exempt from taxation will be annexed to the proposed budget and will be posted on the District’s website. NOTICE IS FURTHER GIVEN that two members of the Board of Education will be elected for a full term of three years each, commencing on July 1, 2026, due to the expiration of the terms of office of Trustees Jason Carmel and Erica Wagner, whose current terms expire on June 30, 2026. An additional member of the Board of Education will be elected for a term starting May 19, 2026 and expiring on June 30, 2027 due to the resignation of Nikki Barker. The two candidates with the most votes will be appointed to the two three (3) year terms and the person with the third most votes will be appointed to the shorter term. Petitions nominating candidates for the office of member of the Board of Education must be filed in the office of the District Clerk at 310 Hornidge Road, Mamaroneck, NY 10543, between the hours of 9:00 a.m. and 4:00 p.m. not later than April 20, 2026. A sample form of nominating petition and instructions for completing the same may be obtained at the office of the District Clerk during regular office hours.      NOTICE IS FURTHER GIVEN that applications for absentee ballots are available at the office of the District Clerk (listed above) between the hours of 8:00 o’clock a.m. and 4:00 o’clock p.m. on business days. A completed application must be received by the District Clerk no earlier than April 20,2026 and at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. No absentee voter’s ballot shall be canvassed unless it is received in the office of the District Clerk no later than 5:00 p.m. on the day of the election. A list of persons to whom absentee ballots have been issued will be available for public inspection in the office of the District Clerk between the hours of 8:00 a.m. and 4:00 p.m. on weekdays until the day of the election. Any qualified voter may, upon examination of such list, file a written challenge to the voting qualification of any person whose name appears on the list. NOTICE IS FURTHER GIVEN that applications for early mail ballots are available at the office of the District Clerk (listed above) between the hours of 8:00 o’clock a.m. and 4:00 o’clock p.m. on business days. Completed applications must be received by the District Clerk no earlier than April 20, 2026 and by May 12, 2026, if the early mail ballot is to be mailed to the voter, or May 18, 2026, if the ballot is to be delivered personally to the voter. No early mail ballot will be canvassed unless it has been received in the office of the District Clerk no later than 5:00 p.m. on May 19, 2026. A list of persons to whom early mail ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk on and after May 13, 2026 until May 18, 2026, between the hours of 8:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the annual election and on May 19, 2026.      NOTICE IS FURTHER GIVEN that personal registration of voters is required. The District’s Board of Registration will meet at the Administration Building, 310 Hornidge Road, Town of Rye, Village of Mamaroneck, New York, on May 14, 2026, from 7:00 o’clock in the forenoon to 7:00 o’clock in the evening for the purpose of preparing a register of voters qualified to vote at the Annual District Meeting and Election. Voters also may register at the office of the District Clerk (listed above), Monday through Friday, between the hours of 8:00 a.m. and 4:00 p.m. prior to May 14, 2026. All qualified voters who have voted at any annual or special meeting or election of the School District in 2022, 2023, 2024 and 2025 do not have to register again. Likewise, any person who is registered with the Westchester County Board of Elections to vote in general elections does not have to register with the School District. The District’s Board of Registration also will meet during the Annual Meeting and Election on May 19, 2026, for the purpose of preparing a register of voters for meetings or elections held subsequent to such Annual District Meeting and Election. Any person may be entitled to have his or her name placed upon such register provided he or she presents himself or herself personally at such meetings of the Board of Registration or at the office of the District Clerk as set forth herein and proves that he or she is then, or will thereafter be, entitled to vote at the school meeting or election for which such register is prepared.
