Annual Budget Vote and Election
White Plains City School District
Notice is hereby given, that a Public Hearing of the qualified voters of the White Plains City School District, Westchester County, New York on the White Plains City School District 2026-27 Budget will be held at Education House, 5 Homeside Lane, on May 11, 2026, at 6:30 P.M.
Further notice is hereby given that the Annual Budget Vote and Election, also referred to as the Annual District Meeting, will be held on May 19, 2026 and that the polls will be open from Noon to 9 P.M. at the following six locations: El Centro Hispano, Church Street School, Rochambeau, Middle School (Highlands), Mamaroneck Avenue School and Ridgeway School (The Battle Hill Community Room is no longer available and those voters will go to El Centro Hispano). An accurate description of the boundaries of the school election districts into which the City School District is divided is on file and may be inspected in the office of the District Clerk, 5 Homeside Lane. These school election districts became effective December 8, 2025.
The vote, by voting machine, will be upon the following items:
1.Budget Resolution: To adopt the annual budget of the School District for the 2026-2027 school year and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the district.
2.Board of Education Election: To elect two members of the Board of Education, each for a three-year term commencing July 1, 2026, and expiring on June 30, 2029.
Further notice is hereby given that a copy of the detailed statement of the amount of money which will be required to fund the School District’s budget for the 2026-2027 school year, exclusive of public monies, and specifying separately the total amount estimated necessary for payment to the Board of Cooperative Educational Services, Second Supervisory District of Westchester County, as provided by Section 1716 of the Education Law, may be reviewed by any resident in the District during business hours beginning April 29, 2026, except Saturday, Sunday or holidays, at the Administrative Offices, 5 Homeside Lane, White Plains, New York, and all school buildings within the District, at the Public Library and on the District’s website. A report of tax exceptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget document.
Further notice is hereby given that petitions nominate candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District at her office, at 5 Homeside Lane, not later than 4:30 P.M. on April 29, 2026. Nominating petitions shall be signed by at least 100 qualified voters of the district, shall state the name and residence of each signer, and shall state the name and residence of the candidate.
Further notice is hereby given that the Board of Registration of the School District will meet for the purpose of registering voters on May 2, 2026, between the hours of Noon and 5 P.M. at Mamaroneck Avenue School, 7 Nosband Avenue. Voters who have heretofore registered and voted at an election within the last four calendar years are eligible to vote at this election. All other qualified voters who wish to vote must register. A qualified voter is one who is (1) a citizen of the United States of America; (2) 18 years of age or older; (3) a resident of the district for 30 days preceding the annual vote and election; and (4) not otherwise prohibited from voting under the provisions of Section 5-106 of the Election Law. Any person known or who have proven to the satisfaction of the Board of Registration to be eligible to vote shall be entitled to have their names placed on such register.
The register of all voters prepared pursuant to Section 2014 of the Education Law, will be filed in the Office of the District Clerk at 5 Homeside Lane, White Plains, NY, 10605, and will be open for inspection by any qualified voter of the School District beginning five (5) days prior to the election, between the hours of 8:30 A.M and 4:30 P.M., excluding Sunday and on the date of the election, by appointment only. Any qualified voter may, upon examination of such names, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge.
Further notice is hereby given that applications for absentee and early mail ballots may be obtained during business hours at the office of the District Clerk or by calling that office (914-422-2071). Completed applications must be received by the District Clerk at least seven days before the election if the ballot is to be mailed, or the day before the election, if the ballot is to be delivered personally. Absentee and early mail ballots must be received by the District Clerk not later than 5 P.M. on the date of the election. The names of people to whom absentee and early mail ballots have been issued will be available for inspection in the Clerk’s office between the hours of 8:30 A.M and 4:30 P.M., in the five days prior to Election Day, excluding Sunday. Any qualified voter may, upon examination of such names, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge.
Military voters who are not currently registered may apply to register as a qualified voter of the school district with the Clerk of said School District at her office, at 5 Homeside Lane, or by calling the office, 914-422-2000 or by emailing the District Clerk at elections@wpcsd.k12.ny.us
Any military voter shall be entitled to have his/her name placed upon such register.
In accordance with Part 122 of the Rules and Regulations of the Commissioner of Education, military voters who are qualified voters of the school district may apply for a military ballot. Applications for military ballots may be requested from the District Clerk at 5 Homeside Lane or by calling that office # 914-422-2071. Upon such request, such military voter may indicate his/her preference for receiving the application by mail facsimile or electronic mail. Such registration application must be received in the office of the District Clerk no later than 5 P.M. on April 29, 2026, the day before the Board of Registration of the School District will meet to prepare the school district register. Such registration application shall be considered by the Board of Registration at its meeting to prepare the register of voters for such annual meeting and election. Any military voter shall be entitled to have his/ her name placed upon such register, provided that at such meeting of the Board of Registration, he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to military voter status at the annual meeting and election for which such register is prepared. A list containing the names of all people to whom military ballots have been issued will be available for inspection in the Clerk’s office between the hours of 8:30 A.M. and 5:30 P.M. in the five days prior to Election Day excluding Sunday.
