RESOLUTION ELMSFORD UNION FREE SCHOOL DISTRICT COUNTY OF WESTCHESTER, NEW YORK REGARDING THE ANNUAL DISTRICT MEETING AND ANNUAL DISTRICT ELECTION OF THE QUALIFIED VOTERS OF SAID DISTRICT BE IT RESOLVED THAT: Section 1: The Annual Budget Hearing of the Elmsford Union Free School District, County of Westchester, New York, shall be held in the Alexander Hamilton Jr/Sr High School Auditorium, 98 South Goodwin Avenue, Elmsford, New York, in said School District, on May 6, 2026 at 7:00 p.m. Section 2: The Annual District Election of the qualified voters of Elmsford Union Free School District, in the County of Westchester, New York, shall be held in the Alice E. Grady Music Room, Cobb Lane, Elmsford, NY, in said District, on May 19, 2026 at 7:00 a.m. The voting at such Annual District election shall be by ballot on voting machines as provided by the Education Law and the polls shall remain open from 7:00 a.m. to 9:00 p.m. on said day. Section 3: The business to be acted upon at said Annual District Meeting and Annual Budget Hearing and Annual District Election shall be as stated in the Notice thereof, and the District Clerk is hereby authorized and directed to cause the Notice of said Budget Hearing and Annual District Election to be published in The Journal News, the official newspaper of said District, said publication to be made four times within the seven weeks preceding Annual District Election, the first such notice to be published no fewer than forty-five (45) days prior to said Annual District Election. Section 4: Said notice shall be in substantially the following form: ELMSFORD UNION FREE SCHOOL DISTRICT IN THE COUNTY OF WESTCHESTER ELMSFORD, NEW YORK NOTICE OF ANNUAL BUDGET HEARING May 6, 2026 AND NOTICE OF ANNUAL DISTRICT ELECTION MAY 19, 2026 Notice is hereby given that the Annual Budget Hearing of the qualified voters of Elmsford Union Free School District, in the County of Westchester, New York, shall be held in the Alexander Hamilton Jr/Sr High School Auditorium, 98 South Goodwin Avenue, Elmsford, New York, in said District on May 6, 2026 at 7:00 PM. PLEASE TAKE FURTHER NOTICE that the Annual District Election of the qualified voters of Elmsford Union Free School District, in the County of Westchester, New York, will be held on Tuesday, May 19, 2026 in the Alice E. Grady Elementary School Music Room, Cobb Lane, Elmsford, New York from 7:00 a.m. to 9:00 p.m. for the purpose of voting upon: 1. Candidates to fill one (1) vacancy on the Board of Education as follows: a. One (1) term of three (3) years to commence July 1, 2026; 2. The 2026/2027 Elmsford School District Budget as adopted by the Board of Education. Voting will be by ballot on voting machines as provided by the Education Law and the polls will remain open from 7:00 a.m. until 9:00 p.m. and as much longer as may be necessary to enable the voters then present to cast their ballots in the Music Room at the Alice E. Grady School. New York State Education Law provides that the candidates of the office of Trustee of the Board of Education in this Annual District Election must be nominated by petition; each nominating petition shall be directed to the District Clerk of the School District, 98 South Goodwin Avenue, Elmsford, New York and shall be signed by at least 25 qualified voters of the District. The petition shall state the residence of each signer and also state the name and residence of the candidate, and shall include the length of term of office. Nominating petitions must be filed with the District Clerk of the Elmsford School District, 98 South Goodwin Avenue, Elmsford, New York, no later than April 20, 2026 between the hours of 8:00 a.m. and 4:00 p.m. Pursuant to Section 2032 of the New York State Education Law, ballot position will be determined by lot drawn in the District Clerk's Office, 98 South Goodwin Avenue, Elmsford, New York, at 10:00 a.m. on April 21, 2026. In accordance with the provision of Section 1716 of the Education Law, the Board of Education of the Elmsford Union Free School District has prepared a detailed statement of the amount of money which will be required for the ensuing year for school purposes exclusive of the public moneys, specifying the several purposes and the amount of each. A copy of this statement may be obtained by any resident in the district, at the Office of the Board of Education, Alexander Hamilton High School, 98 South Goodwin Avenue, Elmsford, New York; or each of the public schools in the district, beginning on May 2, 2026 between the hours of 8:00 a.m. and 4:00 p.m. on each day other than Saturday or Sunday or other school district holidays. Annexed to this statement will be an Exemption Report showing how much of the total assessed value on the final assessment roll(s) used in the budgetary process is exempt from taxation. PLEASE TAKE FURTHER NOTICE THAT THE BOARD OF REGISTRATION OF THE DISTRICT SHALL MEET ON: Wednesday, April 8, 2026 from 5:00 p.m. to 8:00 p.m. at Alexander Hamilton Jr/Sr High School, 98 South Goodwin Avenue, Elmsford, NY, Wednesday, April 8, 2026 from 12:30 p.m. to 3:00 p.m. at the Alice E. Grady Elementary School, Cobb Lane, Elmsford, NY, and the Carl L. Dixson Primary School at 22 South Hillside Avenue, Elmsford, NY for the purpose of preparing a Register of the qualified voters of the District for said Annual District Meeting and Election at which time any person shall be entitled to have his/her name placed upon such Register provided that at such meeting of the Board of Registration he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the Annual Meeting and Election for which such Register is prepared. Military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters may apply to register to vote with the District Clerk in person at the District Office, 98 South Goodwin Avenue, Elmsford, NY, or by calling that office 914-592-6632. Upon such request for a military voter application, such military voter may indicate his/her preference for receiving the application for registration by mail, facsimile or electronic mail. Such registration application must be received in the office of the District Clerk no later than 5:00 p.m. on April 14, 2026. Any military voter shall be entitled to have his/her name placed upon such register, provided, that he/she is known or proven to be to the satisfaction of the District Clerk, to be then or thereafter entitled to military voter status at the annual meeting and election for which such register is prepared. PLEASE TAKE FURTHER NOTICE that the Board of Registration and Canvass of this District will meet during the annual election at the time and place when such annual election is held for the purpose of preparing a register for meetings and elections held more than thirty (30) days subsequent to such annual election. A copy of said Registers will be available for public inspection by qualified voters in the office of the District Clerk immediately upon its completion, but in no event later than May 14, 2026. Said Registers will be available for inspection during each of the five (5) days preceding the Annual Meeting and Election between the hours of 8:00 am and 4:00 pm, except Sunday, and by appointment only with the District Clerk between the hours of 9:00 am and 12:00 pm Saturday, May 16, 2026. La votación será por voto directo en máquinas, según lo dispuesto por la Ley de Educación, y las casillas permanecerán abiertas desde las 7:00 a.m. hasta las 9:00 p.m. y durante el tiempo adicional que sea necesario para permitir que los votantes que estén presentes emitan sus votos en la Sala de Música de la Escuela Alice E. Grady. La Ley de Educación del Estado de New York contempla que los candidatos para el puesto de fideicomisarios de la Junta de Educación en esta elección distrital anual deben ser nominados por petición; cada petición de nominación debe ser dirigida al Secretario de Distrito del Distrito Escolar, 98 South Goodwin Avenue, Elmsford, New York, y deberá estar firmada al menos por 25 votantes calificados del Distrito. La petición establecerá la residencia de cada firmante y el nombre y la residencia del candidato, e incluirá el período del puesto. Ante tal petición de una solicitud de votante Militar, dicho votante Militar puede indicar su preferencia de recibir la solicitud de registro por correo, fax o correo electrónico. Dicha solicitud de registro debe recibirse en la oficina del secretario de distrito a más tardar a las 5:00 p.m. el 7 de abril de 2026. Cualquier votante militar tendrá derecho a que se coloque su nombre en dicho registro, siempre que se sepa o se demuestre que lo está a satisfacción de la Secretaría de Distrito, para tener derecho en ese momento o en el futuro al estado de votante Militar en la reunión anual, y elección para la cual se prepara dicho registro.  ADEMÁS, TOME EN CUENTA que la Junta de Registro y Conteo de este distrito se reunirá durante la elección anual en el momento y lugar en el que se celebre dicha elección con el fin de preparar un registro para las reuniones y elecciones celebradas más de treinta (30) días después de dicha elección anual. Dichos registros estarán disponibles para inspección durante cada uno de los cinco (5) días previos a la reunión anual, de 8:00 a.m. a 4:00 p.m., y solamente previa cita con el Secretario del Distrito entre las 9:00 a.m. a 12:00 p.m. del sábado 16 de mayo de 2026. Una copia de dichos registros definitivos también estará disponible para inspección pública desde la apertura hasta el cierre de las casillas en el centro de votación en la Escuela Primaria Alice E. Grady el día de la elección distrital anual. POR ESTE MEDIO SE NOTIFICA ADEMÁS que las solicitudes de boletas en ausencia pueden presentarse en la oficina del Secretario del Distrito Escolar. Las solicitudes de boletas en ausencia deben ser recibidas por el Secretario del Distrito Escolar a más tardar a las 4:00 p.m., hora predominante, del 12 de mayo de 2026, si la boleta se enviará por correo al votante, o bien si la boleta se recogerá en persona, a más tardar a las 4:00 p.m., hora predominante, del 18 de mayo de 2026. De acuerdo con la Parte 122 de las Reglas y Reglamentos del Comisionado de Educación, los votantes militares que son votantes calificados del distrito escolar pueden solicitar una boleta Militar. Las solicitudes de boletas militares para la elección de tres miembros de la Junta de Educación, para votar sobre el presupuesto anual del distrito escolar y para votar sobre cualquier propuesta, se pueden solicitar a la Secretaria del Distrito o llamando a esa oficina al 914-592.6632.
