NOTICE OF ANNUAL MEETING AND ELECTION AND PUBLIC HEARING ON THE 2026-2027 BUDGET OF THE SCARSDALE UNION FREE SCHOOL DISTRICT   NOTICE IS HEREBY GIVEN that the annual District Meeting and Election of the Scarsdale Union Free School District will be held on Tuesday, May 19, 2026, at the Scarsdale Middle School, 134 Mamaroneck Road, Scarsdale, New York, between the hours of 7:00 a.m. and 9:00 p.m. and as much longer as may be necessary to enable the voters then present to cast their ballots. The voting will be conducted by ballot on voting machines as provided in the Education Law.   The purpose of the Annual Meeting and Election is:   1. To vote on the appropriation of the necessary funds to meet the estimated expenditures for the school year 2026-2027 for school purposes exclusive of public money, to authorize the levy of taxes therefore; and   2. To elect (2) members of the Board of Education for terms expiring June 30, 2029, to fill the offices last occupied by Robert Klein and Amber Yusuf.   3. To vote on the following Bond proposition in substantially the form as hereinafter set forth, which may exist in condensed form on the ballot:   RESOLVED: (a) That the Board of Education of Scarsdale Union Free School District, in the County of Westchester, New York (the ”District”) is hereby authorized to construct improvements and alterations to District school buildings and/or sites (the “Project”), substantially as described in a plan prepared by the District with the assistance of BBS Architects (the “Plan”), which is on file and available for public inspection in the office of the District Clerk, including (as and where required): building additions to provide additional classroom, library, multipurpose and other space; improvements to the heating, ventilation, air conditioning, fire safety, plumbing, public address, lighting and building management systems; interior reconstruction and space reconfiguration; construction of ADA improvements; technology infrastructure improvements; replacement of flooring, ceilings, doors, railings and bleachers; parking, sidewalk and pavement improvements; the construction of athletic and recreational enhancements and improvements, including the construction/installation of natural and synthetic turf fields; and softball and other field improvements; all of the foregoing to include the original furnishings, equipment, machinery, apparatus, demolition, and ancillary or related site or other work required in connection therewith, and to expend for the foregoing, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $101,707,875, provided that the estimated costs of the components of the Project as set forth in detail in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District;   (b) that a tax is hereby voted in the amount of not to exceed $101,707,875 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and   (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $101,707,875 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.   Such Bond Proposition shall appear on the ballots used for voting at said Annual District Meeting and Election in substantially the following condensed form:   BOND PROPOSITION   YES NO   RESOLVED: (a) That the Board of Education of Scarsdale Union Free School District, in the County of Westchester, New York (the “District”), is hereby authorized to construct improvements and alterations to District school buildings and/or sites, substantially as described in a plan prepared by the District with the assistance of BBS Architects, and to expend therefor an amount not to exceed the total cost of $101,707,875; (b) that a tax is hereby voted in the amount of not to exceed $101,707,875 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $101,707,875 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.   NOTICE IS FURTHER GIVEN THAT:   1. A public forum on the 2026-2027 budget of the Scarsdale Union Free School District, State of New York, is scheduled for Monday, March 23, 2026, at 6:30 in the evening in Scarsdale High School, 2 Brewster Road, Scarsdale, New York. The purpose of such a forum is for the Board to receive comments from the public on the preliminary proposed 2026-2027 expenditure of funds and the budget thereof.   2. A statutory public hearing on the 2026-2027 budget of the Scarsdale Union Free School District, State of New York, will be held on May 11, 2026, at 6:30 in the evening in Scarsdale High School, 2 Brewster Road, Scarsdale, New York. The purpose of such a hearing will be to discuss the expenditure of funds and the budgeting thereof.   3. Petitions nominating candidates for the Board of Education must be signed by at least 25 qualified voters (greater than 2% of the number of voters who voted in the 2025 election). The petition must include the candidate’s name and residence, the residences of the people who signed the petition, the length of the term of office to be filled, and must be filed with the Clerk of the District in the Offices of the Board of Education, Scarsdale High School, 2 Brewster Road, Scarsdale, New York, between the hours of 9:00 a.m. and 5:00 p.m. no later than Monday, April 20, 2026.   4. A copy of the detailed statement in writing of the amount of money that will be required for the school year 2026-2027 for school purposes, exclusive of public funds, specifying the several purposes and the amount of each, and specifying separately the total amount estimated necessary for payment to the Board of Cooperative Educational Services, Second Supervisory District of Westchester County, as provided by Section 1716 of the Education Law, as well as the Exemption Report, listing every type of exemption granted, as provided in Section 495 of the Real Property Tax Law, may be obtained by any resident in the District on the District’s website, or by requesting a copy from the District Clerk or via email at hadams@scarsdaleschools.org between the hours of 9:00 a.m. and 3:00 p.m. on regular business days beginning May 5, 2026 through May 19, 2026.   Any resident who is personally registered and shall have voted at any school election held or conducted at any time since 2022, or who is registered with the Board of Elections of Westchester County, will not be required to register personally for this Annual Meeting and Election. Such persons are advised to call the District Clerk's office (721-2410) on any day that school is in session until May 19, 2026, to ascertain that their names appear in the Register.   NOTICE IS FURTHER GIVEN, that qualified voters of the District may register at the office of the District Clerk at 2 Brewster Road, Scarsdale, New York, on any school day between the hours of 8:30 a.m. and 4:30 p.m. prevailing time up until Thursday, May 14, 2026. At this time any person shall have their name placed on the election register, provided that at such time the person has proven to the satisfaction of the Clerk that they shall be entitled to vote. A qualified military voter who is not currently registered can request a military personal registration form during the same times and at the same locations as listed above. Additionally, qualified military voters can contact the District Clerk to indicate their preference to receive a personal registration application via mail, facsimile, or electronic mail. The list of registered voters will be available for inspection in the Office of the District Clerk on each of the five days prior to the day set for the Annual Meeting and Election, except Sunday, on weekdays, between 10:00 a.m. and 2:00 p.m. and Saturday, by appointment.   NOTICE IS FURTHER GIVEN that applications for absentee ballots and early mail ballots may be applied for at the office of the District Clerk. Applications cannot be received more than thirty days before the vote. If the ballot is to be mailed to the voter, the completed application must be received by the District Clerk no later than 5:00 p.m. on Tuesday, May 12, 2026. If the ballot is to be delivered personally to the voter, the completed application must be received by the Clerk of the District no later than 5:00 p.m. on Monday, May 18, 2026. A list of all persons to whom absentee ballots and early mail ballots shall have been issued will be available in the office of the District Clerk on each of the five days prior to the day of the election, except Sunday, on weekdays between the hours of 10:00 a.m. and 2:00 p.m., and on Saturday, May 16, 2026, by appointment. Such a list will also be posted in a conspicuous place during the AnnualMeeting and Election.   NOTICE IS FURTHER GIVEN that any qualified voter shall be entitled to vote via absentee ballot and early mail ballot. Voters are qualified if they are: (a) a U.S. citizen; (b) at least 18 years old; (c) a resident of the District for at least thirty days before May 19th; and (d) not otherwise ineligible to vote under Section 5-106 of the Election Law.   Qualified military voters may request a military absentee ballot application from the District Clerk between 8:30 a.m. and 4:30 p.m. or via email, and may indicate their preference to receive a military absentee ballot application via mail, facsimile, or electronic mail. Applications must be received no later than April 20, 2026.
