NOTICE OF ANNUAL SCHOOL DISTRICT MEETING South Orangetown Central School District Rockland County, New York May 19, 2026 NOTICE is hereby given that the Annual District Meeting, including Election and Vote, of the qualified voters of South Orangetown Central School District will be held on May19, 2026 , at 7:00 a.m. (prevailing time) in the four Election Districts stated below, for the purpose of voting upon such matters as are authorized by the Education Law, including the statement of estimated expenses of the Board of Education for the ensuing year (the Budget) and any propositions which may have been duly filed in the office of the District Clerk for inclusion on the ballot. The polls will be open from 7:00 a.m. to 9:00 p.m. The vote will be by voting machine. NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the 2026-2027 school year (the Budget), exclusive of public monies, may be obtained by any resident of the District fourteen (14) days before the Annual Meeting, between the hours of 9:00 a.m. and 4:00 p.m., prevailing time, at each schoolhouse within the School District, except Saturdays, Sundays, or holidays. The budget shall also be available on the District website and at any public or free association library within the District. A Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to the budget of which it will form a part and shall be posted on District bulletin board(s) maintained for public notices, as well as on the District’s website. ALSO TAKE NOTICE that candidates for office of member of the Board of Education shall be nominated pursuant to Section 2018 of the Education Law, by petition. Each vacancy on the Board of Education is a separate specific office and a separate petition is required to nominate a candidate to each separate office. Each petition shall be signed by at least 45 qualified voters of the District, shall state the name and residence address of each signer, shall state the name and residence address of the candidate and shall describe the specific vacancy on the Board of Education for which the candidate is nominated, which description shall include at least the length of the term of office and the name of the last incumbent, if any. Petitions nominating candidates for the office of member of the Board of Education must be filed in the office of the Clerk of the District between the hours of 9:00 a.m. and 4:00 p.m. no later than the thirtieth day preceding the date of election, and on Monday, April 20, 2026 by 5:00 p.m. Petitions shall be filed for two (2) members of the Board of Education for a full term of three (3) years to fill the vacancies to occur through the expiration of the term of Diana Korabel and Katie Gravino. ALSO TAKE NOTICE that the following propositions shall be on the ballot at the Annual Meeting on May 19, 2026  PROPOSITION #1: 2026-2027 Budget PROPOSITION #2: Use of Capital Reserve Funds Shall the Board of Education of the South Orangetown Central School District, Rockland County, New York (the “Board”) be authorized to construct a multipurpose athletic field at Tappan Zee High School, including equipment, site work and associated work in connection therewith, at a maximum estimated cost of $ 7,950,000 with the amount of $7,950,000 from the Capital Reserve Fund 2024, hereby authorized to be expended to pay for the cost of the Project, and such expenditure and the transfer of such funds are hereby approved.  PROPOSITON #3: Funding the Repair Reserve Shall the Board of Education of the South Orangetown Central School District be authorized to fund the repair reserve fund established by the Board of Education pursuant to the provisions of Section 6-d of the General Municipal Law, by transferring unappropriated, unassigned fund balance in the general fund at the end of the 2025-26 fiscal year and subsequent fiscal years to the repair reserve fund, with the amount of funds in the repair reserve fund not to exceed $1,000,000 at any time.  PLEASE TAKE FURTHER NOTICE that the vote on the appropriation of the necessary funds to meet estimated expenses of money and authorizing the levy of taxes therefore (the Budget), and upon propositions which by law may be offered by the Board of Education or which may have been filed with the District Clerk, and the vote upon the election of members of the Board of Education, shall be held during the aforesaid hours on May19, 2026, in the four Election Districts as follows: ELECTION DISTRICT NO. 1 Comprising the Hamlet of Blauvelt. The Election within this District shall be held at the South Orangetown Middle School, Van Wyck Road, Blauvelt, NY ELECTION DISTRICT NO. 2 Comprising the Hamlet of Orangeburg. The Election within this District shall be held at the Tappan Zee High School, Dutch Hill Road, Orangeburg, NY ELECTION DISTRICT NO. 3 Comprising the Hamlet of Tappan. The Election within this District shall be held at the William O. Schaefer Elementary School, Lester Drive, Tappan, NY ELECTION DISTRICT NO. 4 Comprising the Villages of Piermont and Grand View, and the Hamlets of Palisades and Sparkill. The Election within this District shall be held at the Tappan Zee Education Center, Route 9W, Piermont, NY A qualified and registered voter shall vote at the place hereinabove designated within the School District and Election District in which such qualified voter resides. Applications for early mail ballots and absentee ballots for this Election, in accordance with Section 2018-a and 2018-e of the Education Law, may be obtained from the Office of the District Clerk. The completed application for an early mail ballot or an absentee ballot must be received by the District Clerk no earlier than thirty (30) days and no later than seven (7) days preceding the vote on May 19, 2026 if the early mail or absentee ballot is to be mailed to the voter, or by the day before the vote if the early mail or absentee ballot is to be delivered personally to the voter or their designated agent set forth in the application at the Office of the District Clerk. Upon receiving a timely application for a mailed early mail ballot or an absentee ballot, the District Clerk will mail the ballot to the address designated on the application by no later than six (6) days before the Annual Election. Separate lists of all persons to whom early mail ballots, absentee ballots, and military ballot have been issued will be available for inspection to qualified voters of the District at the Office of the District Clerk during regular office hours, 9:00 a.m. to 4:00 p.m., prevailing time, until the day of the Election and Vote. Any qualified voter may file a written challenge of the qualifications of a voter whose name appears on any such list, stating the reasons for the challenge. NOTICE IS FURTHER GIVEN that personal registration of voters is required pursuant to Section 2014 of the Education Law. All persons who have previously registered with the School District and voted at any Annual or Special Meeting or Election held or conducted within four calendar years prior to the Annual District Meeting shall be entitled to vote. If an eligible voter is currently registered to vote with the Rockland County Board of Elections, s/he is also eligible to vote. All other persons who wish to vote must register with either the District or the Rockland County Board of Elections. Any qualified voter may register to vote for the Annual School District Meeting during regular school business hours, from 8:00 a.m. to 4:00 p.m. on days when school is in session (September through June) and from 9:00 a.m. to 3 p.m. on business days (Summer) at the District Clerk’s Office, Administration Building, Blauvelt, New York, by providing proof of District residence, until May 14, 2026. NOTICE IS FURTHER GIVEN that the Register of voters so prepared, including the names of military voters who submitted valid military voter registrations, shall be filed in the Office of the Clerk of the District and shall be open for inspection by any qualified voter of the District between the hours of 8:00 a.m. and 4:00 p.m., prevailing time, beginning on May 14, 2026, except Saturday and Sunday. Said Register will be open for inspection at the polling place on the date of the Annual School District Meeting. NOTICE IS FURTHER GIVEN that Military Voters who are not currently registered to vote may obtain an application to register as a qualified voter of the District and Military Voters who are registered voters of the District may obtain an application for a military ballot by contacting the District Clerk at 160 Van Wyck Road, Blauvelt NY 10913, Telephone (845) 680-1012 or email: aquigley@socsd.org, by April 23, 2026 for the Annual Meeting on May 19, 2026. The Military Voter may indicate their preference for receiving the registration application and/or application for military ballot by mail, by facsimile or email. The application to register to vote and/or the application for a military ballot must be received by the District Clerk no later than 5:00 P.M. on April 23, 2026. Military ballots will be mailed or otherwise distributed no later than 25 days before the election. Military ballots must be returned by mail or in person and received by the District Clerk by 5:00 p.m. on May 19, 2026. NOTICE IS FURTHER GIVEN that any proposition or question not requiring official notice in the call of the annual meeting may be voted upon at said meeting, providing a petition signed by at least 112 qualified voters, together with the legal residence of each is filed with the Clerk of the District no later than thirty (30) days before the Annual District Meeting. PLEASE TAKE NOTICE that the Board of Education will hold a public hearing for the purposes of presenting the 2026-2027 Budget and discussion of the expenditures of funds and the budgeting thereof, on the 12th day of May 2026 at 7:30 p.m. in the South Orangetown Middle School Library.
