NOTICE OF BUDGET HEARING AND VOTE
NEWARK VALLEY CENTRAL SCHOOL DISTRICT
Budget Hearing
BE IT RESOLVED by the Board of Education of the Newark Valley Central School District, as follows:
(1) A budget hearing of the qualified voters of Newark Valley Central School District (the “School District”) shall be held in the School District on May 11, 2026 at the District Office located at the Newark Valley High School, 68 Wilson Creek Road, Newark Valley, New York beginning at 5:30 p.m., where there shall be presented the proposed School District budget for the following year and for the purpose of voting upon the propositions described in the Annual Vote hereinafter set forth.
(2) The meeting shall be called by giving the following notice thereof:
Annual Vote
NOTICE IS HEREBY GIVEN that the Annual Vote of the qualified voters of the School District, will be held at Newark Valley High School, 68 Wilson Creek Road, Newark Valley, New York, on the 19th day of May 2026. The vote will be on the appropriation of the necessary funds to meet the estimated expenditures, for propositions involving the expenditure of money or the authorizing of levy of taxes, as well as the election of members of the Board of Education. The vote upon such propositions shall be by paper ballot, and the polls shall be open for qualified voters of the School District desiring to vote on the propositions from 12:00 p.m. until 8:00 p.m. The propositions to be voted on are: (i) acquire school buses for the School District for its 2026-2027 Fiscal Year, (ii) to expend moneys from a voter approved capital reserve to pay a portion of the costs of the acquisition of school buses and any other preliminary and incident costs related thereto, and (iii) collect funds for the support of the Berkshire Free Library. The polls shall be open until 8:00 p.m. At such meeting, taxes to be levied by installment will be proposed. The following propositions will be submitted at said meeting and shall state the taxes to be proposed, the objects or purpose for which such taxes will be authorized, and the maximum amount to be expended for such objects or purpose:
Proposition No. 1
Shall the Board of Education of the Newark Valley Central School District, located in the counties of Tioga, Tompkins, Cortland and Broome, State of New York, be authorized to finance the costs of the acquisition of school buses at a maximum cost of $535,000 and to authorize and issue serial bonds in the principal amount of $481,500 and to levy real estate taxes for the cost of such purpose?
Proposition No. 2
If Proposition No. 1 is adopted, shall the Board of Education of the Newark Valley Central School District, located in the counties of Tioga, Tompkins, Cortland and Broome, State of New York, be authorized to expend $53,500 from moneys in a voter approved capital reserve fund established by the School District on May 12, 1993, as amended on May 21, 2002, for the purchase of school buses and any other preliminary and incidental costs related thereto in and for the School District?
Proposition No. 3
Shall the following resolution be adopted, to wit: RESOLVED, that pursuant to Education Law, Section 259, the Board of Education of the Newark Valley Central School District is authorized to levy and collect an annual tax, year after year, separate and apart from the annual school district budget, in the amount of fifty thousand ($50,000) dollars which shall be paid to the Berkshire Free Library for the support and maintenance of the library, with this appropriated amount to be the annual appropriation until thereafter modified in a future vote of the electors of the Newark Valley Central School District?
Statement of Money Required for Next School Year
A copy of the statement of the amount of money which would be required for the next school year for school purposes shall be completed 7 days before the budget hearing and may be obtained by any resident of the School District at each schoolhouse during the period of 14 days immediately before the annual meeting and election, between the hours of 9:00 a.m. and 4:00 p.m., except Saturday, Sunday or holidays.
Vote for Board Members
Petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District between the hours of 8:00 a.m. and 4:00 p.m. not later than April 20, 2026. The following vacancies are to be filled:
A three-year term ending June 30, 2029, currently held by Randal H. Kerr
A three-year term ending June 30, 2029, currently held by Susan Watson
Each petition must be addressed to the Clerk of the District, be signed by at least 25 qualified voters of the District, shall state the residence of each signer, and shall describe the specific vacancy on the Board of Education for which the candidate is nominated, which description shall include at least the length of term of office, and the name of the last incumbent. No person shall be nominated for more than one specific office.
Absentee Ballots
Applications for absentee ballots may be applied for at the Office of the District Clerk beginning April 21, 2026 during school business hours (8:00 a.m. – 4:00 p.m.) at 68 Wilson Creek Road, Newark Valley, NY. You may also request an application be mailed to you by contacting the District Clerk (phone: 607-642-3221, option 1; email: tengelhard@
nvcs.stier.org). Such applications must be received by the District Clerk at least seven (7) days before the vote if the ballot is to be mailed to the absentee voter, or the day before the vote if the ballot is to be delivered personally to the absentee voter. Absentee ballots must be received in the Office of the District Clerk of the District not later than 5:00 p.m. on the day of the vote.
A list of all persons to whom absentee ballots have been issued shall be available for public inspection in the Office of the District Clerk during regular office hours which are between the hours of 8:00 a.m. and 4:00 p.m. Any qualified voter may, upon examination of such list, file a written challenge of qualifications of any person whose name appears on such list, stating the reasons for the challenge. Such written challenge shall be transmitted by the Clerk, or designee, to the inspectors of election on election day.
Military Ballots
Military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 607-642-3221, option 1, or tengelhard@nvcs.stier.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 4:00 p.m. on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. The military voter must return the original signed Military Ballot Application and Military Ballot by mail (or in person) to the District Clerk, 68 Wilson Creek Road, Newark Valley, NY 13811 regardless of how the application or ballot was received.
Early Voting
Applications for early mail voting will be obtainable beginning April 21, 2026 during school business hours (8:00 a.m. – 4:00 p.m.) at 68 Wilson Creek Road, Newark Valley, NY. You may also request an application be mailed to you by contacting the District Clerk (phone: 607-642-3221, option 1; email: tengelhard@
nvcs.stier.org).
Regardless, completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be issued to the voter in person. Early Mail Voting ballots must be received by the District Clerk no later than 5:00 p.m. prevailing time on May 19, 2026.
