NOTICE OF ANNUAL MEETING OF THE VESTAL CENTRAL SCHOOL DISTRICT OF THE TOWNS OF VESTAL AND BINGHAMTON, BROOME COUNTY, NEW YORK, AND OF THE TOWN OF OWEGO, TIOGA COUNTY, NEW YORK The undersigned, Board of Education of Vestal Central School District of the Towns of Vestal and Binghamton, Broome County, New York, and of the Town of Owego, Tioga County, New York, hereby gives notice that the annual meeting of the qualified voters of the School District and the election of candidates to fill the vacancies on the Board of Education shall be held on Tuesday, May 19, 2026, between the hours of 12:00 noon and 8:00 p.m., Eastern Daylight Savings Time, at the single voting location at 201 Main Street, Vestal, NY. PLEASE TAKE NOTICE that the Board of Education of the Vestal Central School District, Towns of Vestal and Binghamton, Broome County, New York, and Town of Owego, Tioga County, New York will hold a Public Hearing of the qualified voters of the District at the Clayton Avenue Elementary School, 209 Clayton Avenue, Vestal, New York on Tuesday, May 5, 2026, at 6:00 p.m., for the purpose of discussion of expenditure of funds for the fiscal year commencing July 1, 2026, to be voted upon by voting machines on May 19, 2026. NOTICE IS HEREBY GIVEN that at said annual meeting aforementioned, the qualified voters of the District may vote upon the following propositions: PROPOSITION NO. 1 - BUDGET Shall the District appropriate the necessary funds to meet the estimated expenditures for the District which will be required for the ensuing year for school purposes, exclusive of public monies, and authorize the levy of taxes therefore? PROPOSITION NO. 2 – SCHOOL BUS PURCHASES Shall the following resolution be adopted, to wit: RESOLVED, that the Board of Education of the Vestal Central School District, Broome and Tioga Counties, New York, is hereby authorized to purchase six school buses, including incidental equipment and expenses in connection therewith, at a maximum estimated cost not to exceed $1,325,000, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued? PROPOSITION NO. 3 – VESTAL PUBLIC LIBRARY Shall the following resolution be adopted, to wit: Shall the sum of $991,071 be raised by annual levy of a tax upon the taxable real property within the Vestal Central School District for the purpose of funding the operating budget of the Vestal Public Library? NOTICE IS HEREBY FURTHER GIVEN that the aforesaid propositions will appear on the machine ballots used at said meeting in the following form: PROPOSITION NO. 1 - BUDGET Shall the District appropriate the necessary funds to meet the estimated expenditures for the District which will be required for the ensuing year for school purposes, exclusive of public monies, and authorize the levy of taxes therefore? PLEASE TAKE NOTICE that the School District shall also place on the ballot the names of candidates for three (3) Library Board Trustees to be elected by the voters of the School District for a term of three (3) years each. PLEASE TAKE FURTHER NOTICE that for the purposes of preparing machine ballots, any proposition or question to be included on the ballot for the District meeting may be made by petition of at least fifty-seven (57) qualified voters of the District, stating the residence of each signer and filed with the Clerk of the School District not later than thirty (30) days before the date of election set forth in this notice in accordance with Section 2035 of the Education Law and any amendments thereto. Any proposition may be rejected by the Board of Education if the purpose of the proposition is not within the power of the voters or if the expenditure of monies is required by the proposition and such proposition fails to include the necessary specific monetary appropriation. NOTICE IS ALSO HEREBY GIVEN that the Board of Education will complete a detailed statement in writing of the amount of money which will be required for the school year 2026-27, and that a copy of such statement will be available at each schoolhouse in said District during regular school hours of any day, excepting Saturday, Sunday, or any holiday, during a period of at least fourteen (14) days immediately preceding the annual vote to be held on May 19, 2026 and at such annual vote. NOTICE IS ALSO GIVEN that pursuant to Section 2014 of the Education Law, personal registration of voters is required for said annual District Vote and no person shall be entitled to vote thereafter whose name does not appear upon the register of the School District or on the permanent personal registration lists of the Counties of Broome and Tioga. Persons otherwise qualified to vote, who have been previously registered for School District voting, need not personally register for this annual vote. Persons who have registered to vote in town, county, or national elections pursuant to Section 352 of the Election Law need not personally register for this annual vote. Any person eighteen (18) years of age or over, and a citizen of the United States, and a resident of the District for thirty (30) days next preceding the day for voting on May 19, 2026 is entitled to register and vote. Voters may register with the District Clerk located at 201 Main Street, Vestal, NY, between the hours of 8:00 am to 4:00 pm on days that the School District is open. Absentee and early mail ballots for registered voters of the Vestal Central School District will be made available through application to the District Clerk no later than 4:00 p.m. on May 12, 2026, if the ballot is to be mailed, and no later than 5:00 p.m. on May 19, 2026 if the ballot is to be delivered personally to the voter. Additionally, absentee and early mail voter ballots must be received in the office of the District Clerk no later than 5:00 p.m. on May 19, 2026, in order to be considered for canvass. A list of all persons to whom absentee and early mail voter ballots have been issued shall be available for public inspection during regular office hours which are between the hours of 8:00 a.m. and 4:00 p.m. Any qualified voter may, upon examination of such list, file written challenge of qualifications as a voter of any person whose name appears on such list, stating the reasons for the challenge. The Register of the School District so prepared and the permanent personal registration lists for the Counties of Broome and Tioga will be filed in the office of the School District Clerk, located in the Administration Building, Vestal, New York, where the same will be open for inspection by any qualified voter of the District, between the hours of 8:00 a.m. and 4:00 p.m. on May 12, 13, 14, 15, and 18, 2026. PLEASE TAKE FURTHER NOTICE that petitions nominating candidates for the office of Member of Board of Education shall be filed with the Clerk of said School District not later than the 30th day preceding the school election and shall be signed by at least 25 qualified voters, shall contain the residence of each signer, and shall state the name and residence of the candidate. Vacancies upon the Board of Education shall not be considered separate, specific offices and the nominating petitions shall not describe any specific vacancy upon the Board of Education for which the candidate is nominated. The three candidates receiving the highest number of votes shall be elected to three-year terms of office, ending June 30, 2029.
