Invitation to Bid (ITB) the Panama City Housing Authority (PCHA) JAMES R. ASBELL EXTERIOR IMPROVEMENTS PACKAGE-2 at 2051 Lisenby Avenue
Panama City, FL 32405:
• Scope of Work - The Work of this contract generally includes replace wall and gable vinyl siding and soffits with fiber cement siding; replacing fascia boards; replace gutters and downspouts; exterior painting; and construct a new property monument sign. The property contains approx. 5.0-acres. There are six (6) 1-story buildings (one includes the common space) containing approx. 37,335-SF (heated and cooled) and 51-apartment units. The exteriors are a combination of brick veneer and vinyl siding. HUD Section 3 and federal procurement and contract requirements (with certified payroll), bonds and insurance requirements apply. The Work of the Project is defined by the Bid Scope Documents.

Project Bid Scope Documents may be obtained in digital PDF format free from Florida Architects Basecamp (a free secure internet website) or the Owner’s Procurement Website. • A Mandatory Pre-Bid Conference will be held April 20, 2026, at 9:30 am (CT) at the Architect’s Office. Bidders who are registered with the Architect may also attend on-line via MS Teams.
• The last day for questions will be April 21, 2026, at 4:00 pm (CT), and the last Addendum will be issued April 23, 2026.
• Sealed Bids - may be mailed or delivered to PCHA at 2315 Ruth Hentz Ave., Panama City, Florida 32405, and must be received by 2:00 pm (CT) on April 30, 2026. Oral, telegraphic, or electronic proposals will not be considered. Bids will be opened in the PCHA Conference Room.
