NOTICE OF INVITATION TO BID By City of Carrabelle #2026-01 Notice is hereby given that the City of Carrabelle, Florida (the “City”) will accept sealed bids until April 30th, 2026, for the City of Carrabelle 2025-26 Artificial Reef Project. The project consists of construction and deployment of a minimum number of twenty-one (21) prefabricated concrete artificial reef modules meeting the module specifications stated in Attachment A - Scope of Work. All modules will be deployed at the Carrabelle 10 Mile Reef permitted site off Carrabelle as described in Attachment B below. Contractor selection will be to the lowest responsive, qualified bidder, based on price per unit (greatest quantity of modules to be deployed for the amount of $59,000. Copies of the provisions, forms, and specifications may be obtained from Mrs. Courtney Millender Dempsey, City Administrator, at 850-697-3618 during normal working hours. Questions pertaining to the proposal or technical specifications must be submitted in writing by e-mail to Courtney Millender Dempsey no later than April 27th, 2026 5pm EST at administrator@mycarrabelle.com Official questions and answers (Q&A) will be available upon request by contacting administrator@mycarrabelle.com after April 28th, 2026, 5pm EST. At 10:00 AM EST (local time), on May 1st, 2026 the bids will be opened and read aloud. All bids must be in a sealed envelope reflecting on the outside thereof the proposer's name and "City of Carrabelle 2025-26 Artificial Reef Project ITB#2026-01, to be opened on May 1st, 2026." The City of Carrabelle shall be the sole judge of bids and the resulting negotiated agreement that is in its best interest and its decision shall be final. Any bidder failing to mark outside of the envelope, as set for herein, may not be entitled to have their bid considered.
