Sealed proposals will be received by Crescent Township, Allegheny County, Pennsylvania through Quest Construction Data Network (QuestCDN) at www.questcdn.com until 10:00 AM prevailing time on May 7, 2026, for:   CONTRACT NO. 26-SW1 CRESCENT TOWNSHIP STREAM RESTORATION   The scope of work for Contract No. 26-SW1 includes approximately 700 feet of stream restoration including excavation, grading, slope stabilization fabric, riparian buffer plantings, erosion and sedimentation controls, restoration, and all necessary appurtenances and restoration for said construction.  All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $175.00 from QuestCDN at www.questcdn.com using project number 10084818. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township of Crescent to guarantee the bidder’s entrance into the contract if given the award.  The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.  The project is being financed in part by a PA Small Water and Sewer grant from the Department of Treasury under the administration of the Commonwealth Financing Authority. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.  The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies.  Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.   CRESCENT TOWNSHIP Kristen Farrell, Township Manager #12198206
