Facility Location: SpaceX proposes to construct a launch support facility to be located in Brevard County on existing leased property located on the Cape Canaveral Space Force Station at Space Launch Complex 37 in Cape Canaveral, Florida. The approximate coordinates of the facility in decimal degrees will be Latitude: 28.523781° North and Longitude: 80.574831° West.
Project: On March 23, 2026, the Department of Environmental Protection (Department) received an air construction permit application from SpaceX to construct and operate a facility that will generate propellant for SpaceX's spacecraft. The purpose of this project is to construct and operate equipment onsite at Space Launch Complex 37 to generate propellant for SpaceX's spacecraft operations that will launch from Space Launch Complex 37. The propellant required for SpaceX's spacecraft is composed of liquid methane and liquid oxygen. The facility will produce liquid methane from pipeline quality natural gas using two methane liquefaction trains, and the facility will produce liquid oxygen from two air separation units (ASUs). The project will install four simple-cycle combustion turbines (CTs), each with a rated heat input capacity of approximately 377 million British thermal units per hour, to generate electricity to provide the power necessary to operate these systems. The CTs will primarily combust natural gas, with additional heat input provided by utilizing the heavy hydrocarbon byproduct stream generated by the methane liquefaction process. The CTs will be equipped with pollution controls, including a Dry Low Emissions combustion system and Sisu Catalyst Emissions Reduction Systems to reduce emissions of nitrogen oxides (NOX) and carbon monoxide (CO). The project will include a flare to combust the heavy hydrocarbon stream to be used only as backup during periods when it cannot be combusted by the CTs. The project will also include ancillary equipment that will support the operation of the facility, including cooling towers, piping components, and storage tanks.
The total potential to emit for the proposed facility is: 146 tons per year (TPY) of NOX, 238 TPY of CO, 70 TPY of volatile organic compounds, 47 TPY of particulate matter (PM), 50 TPY of PM with an aerodynamic diameter less than or equal to 10 micrometers (PM10), 50 TPY of PM2.5, 49 TPY of sulfur dioxide, and 8.1 TPY of total hazardous air pollutants (HAPs), with the highest single HAP of approximately 5.7 TPY of formaldehyde. After construction is completed and facility operations have begun, SpaceX will apply for a Title V air operation permit because the facility will be a Title V source of air pollution.
