Lower Valley Water District Request for Proposal for a Comprehensive Water, Wastewater and Solid Waste Cost of Service and Design Study LVWD Bid No. 26-0424-01 Invitation to Bid The Lower Valley Water District “LVWD”, also refer to as the District, is soliciting proposals to develop a Comprehensive Utility System Cost of Service Study and Rate Design for all its utilities. It is expected that the selection will be made, and work can commence May 29, 2026. This invitation for proposals follows the General Procurement Notice for this project which was published in the El Paso Times, on Thursday, April 9, 2026 and Thursday April 16, 2026. The District will accept solicitation from qualified consulting firms to conduct a comprehensive Water, Wastewater and Solid Waste Rate Study. This Study will evaluate current rates, assess the financial sustainability of water, wastewater, and solid waste services, and provide recommendations for rate adjustments that align with future operational, maintenance, and capital improvements needs.
