The Arizona Department of Transportation has established an overall annual goal for DBE participation on Federal- aid contracts. ADOT intends to meet the goal with a combination of race-conscious efforts and race-neutral efforts. Race-neutral efforts are those that are, or can be, used to assist all small businesses or increase opportunities for all small businesses. The minimum contract-specified goal for participation by Disadvantaged Business Enterprises in the work, as a percentage of the total amount, shall be 0%. Prime Consultants are encouraged to obtain DBE participation above and beyond the goal on this contract. The Maricopa County Department of Transportation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
