Notice of Pending Application for Wetland Disturbance
Jim Vorland, JPACC LLC, has applied to the Department of Natural Resources for a permit to fill 2.3 acres of wetlands for construction of a new berm that is proposed as part of a new mitigation bank site. The new berm is proposed because 2.8 acres of existing berm adjacent to the Shioc River will be removed for the mitigation bank and the new berm is to protect properties to the south that are not part of the bank site from flooding from the river. The project is located on the Shioc River in the SE 1/4 of SE 1/4, Section 10, Township 23, Range 16 E, Town of Bovina, Outagamie County.
The Department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The Department will determine whether the proposal complies with ss. 1.11, 30. 281.36 and 30.208, Wis. Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets the standards in s. 281.36(3r), Wis. Stats., if the project impacts wetlands.
The Department has made a tentative determination that it will issue the permit for the proposed activity.

Comments must be submitted or postmarked no later than 30 days after.
If you would like to request a public informational hearing, the request must be submitted or postmarked within 20 days after April 9, 2026. A request for hearing must include the docket number or applicant name and specify the issues that the party desires to be addressed at the informational hearing. If no hearing is requested, the Department will issue its decision without a hearing. If a hearing is held, comments must be submitted or postmarked no later than 10 days following the hearing date.
The final decision may be appealed as indicated in the decision document.
