NOTICE OF PUBLIC HEARINGCITY OF ELIZABETHPLANNING BOARD
PLEASE TAKE NOTICE that on Thursday, May 7, 2026, at 7:30 P.M., in the City of Elizabeth City Council Chambers, third floor of City Hall, 50 Winfield Scott Plaza, Elizabeth, New Jersey, the Planning Board ("Planning Board") will hold a public hearing on the application of City Life Properties LLC ("Applicant") for Preliminary and Final Site Plan approval, in connection with the property located at 51-53 West Grand Street, Elizabeth, New Jersey, formally identified as Block 329, Lots 4 and 3 (formerly known as Block 6, Lots 1585 and 1586), on the Tax Maps of the City of Elizabeth (the "Property" or the "Site"). This is a continued hearing on this application from the January 4, 2024 Planning Board meeting.
The Site is located in the Midtown Elizabeth Redevelopment Area and is currently improved with a 3-story building. The Applicant proposes to construct a 5-story mixed-use project with commercial/retail space with surface parking on the first floor, tenant office space on the second floor, residential apartments on the second, third, fourth, and fifth floors, and the roof will have an outside terrace. There will be a total of 16 units with 10 two-bedroom units and 6 one-bedroom units.
The Applicant is seeking relief for the following deviations, variances and/or design waivers: Developing Two Parcels on the Block, Instead of Developing the Entire Parcel C; Minimum Setback to Side Yard: required: 10ft and proposed: 1ft; Minimum Setback to Rear Yard: required: 25 ft and proposed: 1ft; Percentage of Commercial Street Frontage: required: 70% and proposed: 67%; Maximum Driveway/Curb Cut for Parking of Less Than 20 Cars: permitted: 12ft and proposed: 20ft; Setback to Right of Way: required: 3ft and proposed: 1ft 6 in; Minimum Parking Aisle Width: required: 22ft and proposed: 20ft; Landscaping Around Parking: required: 20% and proposed: 6%; Clearance Around Columns: required: 18 in, proposed: 0 in; Minimum Office Space: required: 30,000 SF and proposed: 996 SF; and Maximum Impervious Coverage for Residential Lots: permitted: 60% and proposed: 93.8%. The Applicant further seeks any additional deviations, variances, waivers, exceptions, interpretations, de minimis exceptions to RSIS, modifications of conditions of prior approvals, continuation of any preexisting nonconforming conditions and other approvals reflected on the filed plans (as same may be further amended or revised from time to time without further notice) and/or relief that may be determined to be necessary during the review and processing of the application and/or based upon an analysis of the plans and testimony at the PUBLIC HEARING on the Application.
Beginning ten (10) days prior to the public hearing, Application documents will be available for public inspection on the City of Elizabeth's website at www.elizabethnj.org or may be inspected at the Office of the Bureau of Construction and Zoning, Division of Zoning and Land Use, 50 Winfield Scott Plaza, Elizabeth, New Jersey, during that Office's normal business hours.
