SEALED BIDS WANTED
Sealed proposals will be received online for 2026 Tar & Chip via the PennBid Program (www.pennbid.net) by Heidelberg Township, York County, Pennsylvania until 11:00 AM (Prevailing Time) Monday May 11, 2026, for the following:
MS 944:
Provide all necessary equipment, labor, and install of approximately 22,317 square yards of Tar & Chip. Contractor to furnish and placement of bituminous seal coat as per PennDOT Pub 447. Section MS-0340-0005 and asphalt fog seal for asphalt sealcoat as per PennDOT Pub 408 Section 472.

The bids will be publicly opened and read electronically, via PennBid’s website, at 11:00 AM (prevailing time), same date. Bid results will be available end of business day, same date.
Copies of Bidding Documents for the 2026 Tar & Chip (MS-944) project are available online and at no cost via the PennBid Program at www.pennbid.net.
The successful bidder, when awarded a contract, shall furnish Performance and Payment Bonds (with suitable surety and accompanying POA) in the amount of 100% of the Contract amount, as specified in the Contract.
Notice is hereby given to bidders that the contract is subject to the provisions of the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L 987), as amended.
The Township reserves the right, in its sole and exclusive discretion, to accept or reject any or all bids, to waive any informalities or technical defects in any bid, and to award the contract in whole or in part, including the award of any combination of base bids, alternates, or individual bid items, as the Township determines to be in the best interests of the Township and consistent with applicable law.
In making an award determination, the Township may consider, in addition to bid price, financial constraints, available funding, project priorities, and overall project cost, and may elect to award only those portions of the work that can be completed within available appropriations. Award of any contract is expressly conditioned upon the availability funds. If total bids exceed available funding, the Township may reduce the scope of the award, award discrete portions of the work, or reject all bids.
Heidelberg Township anticipates making an award of contract to the lowest responsive, responsible bidder at its June 3, 2026, meeting at 6:00 p.m., located at 1199 Porters Rd., Spring Grove, PA 17362. Heidelberg Township reserves the right to reject any or all proposals; to waive immaterial defects, errors, omissions, irregularities, or informalities; and to make an award in the best interest of the Township.
