General Notice
Town of Center is requesting Bids for the construction of the following Project:
CENTER VALLEY ROAD RECONSTRUCTION
Project # 17721001
The Town of Center will receive and accept bids ONLY through QuestCDN.com via the online electronic bid service (Quest vBid) for the construction of Center Valley Road Reconstruction until 10:00 a.m., on May 8, 2026. All bids will be downloaded and publicly read aloud during a virtual public bid opening that will be held at the day and time of the bid closing. All plan holders will receive information via Quest on how to join the virtual meeting prior to the bid opening.
The Project includes the following Work: Replacement of culvert and pulverization and overlay of the existing Center Valley Road (approximately 5,280 feet) between CTH A and Hample Road in the Town of Center in Outagamie County, Wisconsin. Work includes pulverizing and overlaying with asphalt and gravel shoulders. The project also includes approximately 1,400 feet of concrete curb and gutter. Driveways will be replaced within the right-of-way. Cross culverts, storm sewer, and driveway culverts will be replaced.
The anticipated substantial completion date is September 18, 2026 and final completion date is October 2, 2026.

Bidding Documents are available for download from Quest CDN at www.Quest cdn.com . You may download the digital plan documents for $45 by inputting Quest eBidDoc #10120497 on the website's Project Search page. Please contact QuestCDN at 952-233-1632 or contact by email at info@questcdn.com for assistance in free membership registration, downloading, and working with the digital project information. Prospective Bidders are urged to register with Quest CDN as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Quest CDN requires the bidding documents to be downloaded from the site in order to submit a bid in the Vbid system. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through Quest CDN. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than Quest CDN.
Instructions to Bidders.
No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages.
No bidder may withdraw their bid within 60 days after the actual date of the opening thereof.
The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by local wage rates.
The project is funded in part by the Wisconsin Department of Transportation Agriculture Road Improvement Program (ARIP).
Owner reserves the right to waive any informalities or to reject any or all bids.
