NOTICE OF SPECIAL DISTRICT MEETING FOR THAT PORTION OF THE HAVERSTRAW-STONY POINT CENTRAL SCHOOL DISTRICT AS DEFINED IN CHAPTER 427, LAWS OF NEW YORK, 1977, ROCKLAND COUNTY, NEW YORK,
NOTICE IS HEREBY GIVEN, that pursuant to resolution adopted by the Board of Trustees of the Haverstraw King's Daughters Public Library April 13, 2026, a Special Meeting of the qualified voters of that portion of the Haverstraw-Stony Point Central School District, ROCKLAND COUNTY, NEW YORK, which portion is wholly within the Town of Haverstraw, will be held on Thursday, June 4, 2026 between the hours of 10:00 o'clock A.M. and 9:00 o'clock P.M. for the purpose of voting on the following resolution and the election of two trustees:
One seat is for a five (5) year term commencing July 1, 2026 and expiring on June 30, 2031.
The second seat is for a four (4) year term commencing July 1, 2026 and expiring on June 30, 2030.
ELECTION DISTRICT #1
Voting District No. 1 which shall consist of that area bounded on the South and Southwest by the Town of Clarkstown line beginning at the Hudson River shore, proceeding northwest along said Clarkstown line to the line marking the southwest boundary of the Village of Haverstraw, and proceeding northeast along this boundary line to a point where said line intersects Route 9W (Conger Avenue), thence north along Route 9W to the Haverstraw-Stony Point town line, thence northeast along said line to the Hudson shore line, then south along the shoreline to point of beginning.
The voting place of this Election District shall be in the Library at 85 Main Street, Village of Haverstraw, New York.
ELECTION DISTRICT #2
Voting District No. 2 which shall consist of that area bounded on the South by the southern boundary of the Haverstraw-Stony Point Central School District, beginning at the intersection of the southwest boundary line of the Village of Haverstraw and the northern boundary line of the Town of Clarkstown, proceeding in a westerly direction along said line School District boundary line to the western boundary of the School District, thence in a northerly direction along this line to a point where said line intersects the boundary between the Town of Haverstraw, and the Town of Stony Point, proceeding easterly along said line to Route 9W, thence south on Route 9W to the point where it intersects the Haverstraw Village line, thence southwesterly along said line to the point of beginning. The voting place of this Election District shall be in the Library, 10 West Ramapo Road, Garnerville, Town of Haverstraw, New York.
NOTICE IS FURTHER GIVEN THAT a copy of the budget for library purposes for the 2026-2027 year will be on file during the seven (7) days immediately preceding the Special Meeting at the office of the Director or Clerk of the Library District at the Library at 10 West Ramapo Road, Garnerville, New York, between the hours of 10:00 A.M. and 9:00 P.M. Monday through Thursday, 10:00 A.M. and 5:30 P.M. Friday, and between 10:00 A.M. and 5:00 P.M. Saturday, and 1 P.M. and 5 P.M. Sunday.
No person shall be entitled to vote at said June 4, 2026 election and meeting whose name does not appear on the current registration lists of the Board of Elections of Rockland County.
Petitions for the nominations of candidates for trustee must be filed between the hours of 9:00 A.M. and 4:00 P.M. and not later than 4:00 P.M. on the 30th day before the date of the vote as hereinabove set forth with the Clerk of the Haverstraw-Stony Point Central School District, 65 Chapel Street, Garnerville, New York. The petition forms may be obtained from the Library Director at the Library, 10 West Ramapo Road, Garnerville, New York.
The proposition to be voted on in respect to the Haverstraw King's Daughters Public Library is as follows:
RESOLVED that the Board of Education of the Haverstraw-Stony Point Central School District be authorized and directed to raise annually by tax, from the taxpayers in that portion of the said Haverstraw-Stony Point Central School District which portion is in the Town of Haverstraw and which portion is more fully described in Chapter 427 of the Laws of New York 1977, the additional sum of $149,673.00 for a total appropriation of $7,248,338 for library purposes for free public library service within that portion of the strict which said sum, shall be for the annual support of the Haverstraw King’s Daughters Public Library.
PLEASE TAKE FURTHER NOTICE that in accordance with the provisions of Education Law, Section 2018-a, qualified voters may cast absentee ballots if the voter is substantially impaired by permanent illness or permanent physical disability or in the event that the voter will be unable to appear to vote in person on the day of the annual meeting because the voter is (a) a patient in a hospital, or unable to appear personally at the polling place on such day, because of illness or physical disability or (b) because the voter's duties, occupation or business will require the voter to be outside of the county or city of his residence on such day, or because the voter will be on vacation outside the county or city of his residence on such day, or because the voter is detained in jail awaiting action by a grand jury or awaiting trial or is confined in prison after conviction for an offense other than a felony; provided, however, that the voter submits an application to vote by absentee ballot to the Board Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter or the day before the election if the ballot is to be delivered personally to the voter, which application must be in form and substance acceptable to the Board Clerk, all in accordance with the statute in such cases provided.
AND NOTICE IS FURTHER GIVEN that there will be a Public Information Session on the Budget proposition at the Library at 85 Main Street, Village of Haverstraw, New York, on Monday, May 11, 2026 at 7:00 P.M. (prevailing time) and at the Library at 10 West Ramapo Road, Garnerville, New York on Tuesday, May 12, 2026 at 7:00 P.M. (prevailing time).
