NOTICE TO BIDDERS
Sealed bids for the projects listed below will be received by the M.S.D. of Decatur Township at the Administration Office, located at 5275 Kentucky Avenue, Indianapolis, Indiana 46221 up to 10:00 a.m. on May 14, 2026. Be sure to notate on the outside of the envelope bidders name, bid package number, address, and telephone number and that it is for the “MSD of Decatur Township – West Newton Elementary Roof, Decatur Central HS & West Newton Elementary HVAC, and Valley Mills Parking Lot Resurfacing Projects.” Proposals will be opened on May 14, 2026 at 10:00 a.m. in the Board Room at the above location and will be awarded to the individual presenting the lowest, best, responsible, and responsive bid. Late proposals will not be accepted after this time for any reason.
West Newton Elementary Roof Project
Removal of 95,000 square feet of foam roofing and install with a new 2 ply membrane flood and gravel roof system. Roof specifications, General Conditions, Sheet Metal, Flashing, Roof Deck and insulation docs will be provided at the pre-bid meeting. Estimated start time 05/25/26 estimated completion date 07/17/26. Weekend work will be allowed.
A mandatory pre-bid meeting will be held at the project site on Wednesday, April 29th @ 9:00 a.m. Bidders to meet with the owner and manufacturer at the main entrance of the school building.
Decatur Central HS & West Newton Elementary HVAC Project
Decatur Central HS:
Removal of RTU-P2 Carrier unit and installation of a like unit that heats and cools. Existing curb adapters or new curb adapters will be used but will not increase the unit's height by more than 12 inches. Replacement of Vfd, Motor, Heating and Cooling coils, Valves Actuators of AHU T-1 & T-2. More project specifications will be handed out at the mandatory pre-bid meeting. Must be able to work with Insulated roofing company for any and all roof penetrations.
West Newton Elementary:
Disconnect and removal of York RTU’s A1,A2,B3,B4. Installation of like Carrier unit that has heating and cooling coils. Existing curb adapters or new curb adapters will be used but will not increase the unit’s height by more than 12 inches. Must be able to work with Garland on any and all roof penetrations.
In both projects each unit will need its own controller with BACnet interface and will need to be integrated into existing building controls systems. A Crane will need to be utilized in both projects.
A mandatory pre-bid meeting will be held at the Decatur Central High School door 1 on Wednesday, April 30th @ 9:00 a.m. Bidders are to meet with the owner to discuss and inspect units above. We will then go to West Newton Elementary to inspect those units.
Valley Mills Elementary Parking Lot Resurface
Removal provide and install the following:
Excavation of Millings on the track to a depth of 10 inches below finished elevation. Spoils to be hauled off site. Conduct a proof roll to find any soft spots. Furnish and install 6 inches of #53’s. Fine grade prior to placing asphalt. Furnish and install 2.5 inches of 25mm HMA base compacted in place. Furnish and install 1.5 inches of 9.5 mm HMA surface compacted in place.
Mill approximately 11,685 square yards of parking lot at an average depth of 2 inches. Clean off the parking lot of all loose material and hall off site. Apply material to pavement to enhance proper bonding. Furnish and install an average depth of 2 inches of 9.5 mm HMA surface compacted in place.
This project will be in 2 phases. The first Phase will be the track and half of the parking lot. Phase one estimated start time 05/25/26 and weekend work is available. Phase two estimated start time 06/12/26 and must be completed by the 4th of July.
Track and parking lot striping must be included in the bid.
A mandatory pre-bid meeting will be held at the project site on Friday, May 1st @ 9:00 a.m. Bidders meet at the main entrance of the school building.

Bids shall be executed on State Form 96, Supplementary Bid Form, and be accompanied by Contractor’s Financial Statement from the most recent completed year.
All bids shall be itemized and all signatures must include the corporate position of the signer.
No bidder may withdraw their bid for a period of sixty (60) days after the day set for the opening of bids.
The Board of Education reserves the right to waive any informality and to accept or reject any or all bids received.
